The Transportation Engineer Specialist is a technical specialist for the Right of Way Central District and liaison with the Right of Way Group. This position reviews and analyzes impacts to right of way including utilities, easements, drainage and landscaping and provides recommendations for right of way disposals, leases and easements.
The position evaluates legal descriptions and documents to confirm the accuracy of rights-of-way and/or ownership. Ensuring plan submittals from designers, developers, and property owners are correct. Investigates complex right-of-way issues or discrepancies, documenting detailed assessments, providing solutions.

Assist with tracking disposals of Right of Way Reallocations/Turn backs, excess property, and other right of way issues as needed. Aid with monitoring the Red Letter Program.
Assist with development, exhibits and/or review IGAs/JPAs and MMAs. Assess, evaluate & problem solve assigned right of way issues.
Perform roadway/site inspections, plan reviews, periodic inspections of facilities, lease sites and respective improvements. Collaborate on Mapping various right of way or maintenance items for the Central District. Participate when needed with obtaining donations and/or dedications.
Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
*Right of Way and Highway plans.
*Right of Way procedures, real estate practices, policies, procedures and laws concerning the purchase and sale of land.
*Familiarity with design, construction and/or maintenance.
*Survey, drafting and legal descriptions.
*MS Office, Google Workspace.
*GIS, Google Earth Pro, Bluebeam.
Skill in:
*Oral and written communication
*Research and solving problems, researching, reading, evaluating and interpreting technical engineering documents such as right of way plans, highway plans and instruments relating to the acquisition and disposition of real property such as deeds, easements, condemnations, rights of entry, survey data and /or orders of immediate entry.
*Interpersonal relationships as applied to internal and external customers such as co-workers, employees of other agencies, local government, developers, consultants and the public.
*Software application necessary to prepare correspondence, spreadsheets, exhibits and graphic presentations.
Ability to:
*Communicate well in writing and orally and to review highway and Right of Way plans.
*Prepare right of way documents as well as plan, coordinate, analyze and establish priorities to resolve multiple issues.
*Use a computer to perform records searches, data analysis, word processing, spreadsheets and presentations.
*Use the internet to research assessor’s database property records and GIS Interpret land description documents.
*Prepare correspondence, written reports and develop public presentations
*Respond to internal and external requests for information
4 Year College Degree-Bachelor of Science is preferred:
General studies with emphasis in the areas of Engineering, Construction, Real Estate, Math, Computer Sciences, Communication, Economics or Social Studies Right of Way Agent SR. or above Certification is preferred
Five years of work experience

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
GED or high school diploma is required
Valid Arizona Driver's' License at the time of hiring
