Job Summary:

Within the Office of Manufactured Housing, the Plan Review Manager is responsible for reviewing submitted construction and installation plans for compliance with federal regulations, statute, rule, adopted codes and standards while managing staff engaged in the same activity. This includes maintaining awareness, best practices and the necessary tools to efficiently review, understand and interpret building code and construction variations as new and innovative building types are introduced in the state.

Manages negotiated contractual agreements; monitors contract expenditures; advises contracting agencies; writes reports, memoranda and correspondence. Provides regulatory and code guidance and consultation to department personnel, licensees, registrants, contractors, contracting agencies, and the public. Provides training, coaching and education of staff to better the understanding of state and federal programs and requirements.

Maintain program records and currency of all reporting requirements.

Perform other tasks as assigned, to include participation in development of other division programs, trouble shooting and problem solving, promotion of best practices throughout the division and industry.

Job Duties:

Within the Office of Manufactured Housing, the Plan Review Manager is responsible for reviewing submitted construction and installation plans for compliance with federal regulations, statute, rule, adopted codes and standards while managing staff engaged in the same activity. Devises and implements schedule of work or timetable for self and subordinates on a daily or weekly basis within a work unit engaged in reviewing factory built building construction and installation plans, manufactured housing installation and accessory plans, flood plans, quality assurance manuals for compliance with Statute, Rule, adopted codes and standards.

Directs, instructs, explains and counsels subordinate workers in carrying out a variety of tasks. Reviews work products or achievements of subordinate workers; evaluates work and formulates plans for improvement. Resolves problems and questions presented by subordinate workers regarding work methods and processes.

Works and confers with other Agency personnel to ensure consistent program compliance and to acquire information needed for immediate determinations or decisions. Provides administrative and technical support to other staff within the Department applying knowledge and skills of own technical specialty. Confers with staff and representatives of other division, sections, or work units of own agency in order to agree on decisions, clarify information, and resolve common problems.

Participates in the development of an annual plan of work activity, including statements of scope of activity, goals and objectives and assists in implementing ongoing process improvements for the department. Record keeping, report writing, review of internal policies and procedures, assists in gathering and analyzing monthly statistics, training. Other duties as assigned.

Knowledge, Skills & Abilities (KSAs):

Candidate must have knowledge of Federal and State statutes, rules and guidelines related to the Agency and the industry; working knowledge of International Building Codes and HUD codes for the construction and installation of manufactured homes; knowledge of construction and manufacturing related to residential and commercial factory-built-buildings. Ability to read and understand engineered design plans. Skill in preparing reports; good verbal communications in the field, among peers and with Agency management; managing software applications, i.e., MS Word and Excel. Ability to communicate and work with diverse populations. Candidate must have valid Arizona Driver’s License; Certifications in relevant (as approved by management) ICC codes/NEC required.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program. New ASRS members will have a 27-week waiting period for membership. The ASRS defined benefit plan provides for life-long income upon retirement.
