Job Summary:

The Workplace Curriculum/Instructional Design Learning Advisor (CIDLA) is responsible for the learning analysis, design, development, maintenance, project management, implementation and evaluation of workplace learning courses, programs and deliverables. The position will partner with other design and development teams to establish and maintain instructional design standards, best practices and quality assurance processes to ensure high quality learning solutions meet the agency's development needs. The CIDLA will supervise a team of instructional designers to ensure the creation of high quality, engaging, impactful and innovative learning products.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Facilitates needs assessments for ADOT’s learning requests and develops learning solutions to meet the identified learning needs. Monitors and evaluates departmental and legislative changes and recommends changes to learning materials based on those charges;supervises development and implementation of changes into learning activities as needed.

Manages instructional designers and all phases of the learning process to define objectives, develop content, document results, and maintenance of project/product training curriculum that meets the Agency’s learning needs. As a subject matter expert in adult learning principles, creates engaging and effective learning environments informed by desired learning outcomes.

Participates in inter-connected projects and learning and development activities and programs within EBD and other ADOT departments. Coordinates to implement cross-project activities and learning and development programs. Mentors and coaches others on the instructional design process and how to use learning technologies. Keeps current on best practices in instructional design.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
Program/Project Management, Instructional Design and Development, Adult Learning Principles, and other organizational development methodologies and techniques.
Current adult learning principles, theories and concepts,Instructional design models and processes.
Knowledge of the use of survey instruments, needs assessment approaches and techniques.
Classroom, blended and computer based learning, gamification, and virtual reality simulations instructional modalities.
Criteria used to evaluate instructional content to determine learning outcomes.
Methods and techniques for planning, designing, and developing instructional content.
Federal and state laws, regulations.

Skill in:
Outstanding leadership and change management skills
Excellent verbal and written communication skills including Public speaking, technical writing and proofreading.
Excellent problem-solving and continuous improvement/lean methods.
Use of industry recognized development applications (i.e.Articulate360: Storyline, Rise; Adobe Creative Cloud Suite, Photoshop, Illustrator) and is SCORM compliant.
Project management, organizational skills and time management skills.
Strong customer service, team building, facilitation, coaching and mentoring skills.
Google Suite and project management software.

Ability to:
Manage multiple projects in a dynamic, continuous improvement environment.
Ability to maintain a high standard of performance and productivity for self and others.
Assume responsibility and accountability for successfully completing assignments.
Effectively collaborate with customers to evaluate needs to achieve desired results.
Produce learning materials for adult learners to include instructor/participant guides, job aids,visuals, and computer-based learnings.

Facilitate and engage with adult learners in classroom, virtual and blended learning environments.
Coach and mentor others on instructional design

Selective Preference(s):

College degree in education, curriculum design, adult learning or related field and/or 5 or more years experience in the design and development of adult learning in a classroom and online environment and project management.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
