The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.

DES is seeking an experienced and highly motivated individual to join our team as an Accounting Specialist 1 with the Rehabilitation Services Administration (RSA). This position is responsible for creating and amending authorizations, adjusting unpaid authorizations to properly account for funding and units on authorization lines, communicating with vendors in the submittal of an authorization, and providing data to VR staff to reconcile individualized plans for employment (IPE) throughout the process.

Travel may be required to attend off-site meetings, trainings or conferences.

This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

• Timely and accurately create and amend client service and agency authorizations requested by VR staff using various subsystems. Conducts research on the authorizations. Reviews unpaid authorizations with VR Staff statewide and, based on the review, will amend or close authorizations. Amending involves adjusting funding and units on authorization lines.
• Analyzes, researches, and resolves authorization issues, which may require using data from subsystems, IPE, invoice checklists, and other sources.
• Receives, researches, and reconciles authorizations. Ensures receipts are received and accounted for in Client Purchase Agreements.
• Confers with field staff by providing technical assistance, clarification of the authorization process, and determination of correct unit amounts when discrepancies occur. Communicate through email to the supervisor or management as required.

Knowledge, Skills & Abilities (KSAs):

• Knowledge of state and federal laws; rules, regulations, agency policy, and procedures relating to procurement and payment of provider and client invoices.
• Knowledge of basic math skills, skill in operating a calculator, and keying information into a computer.
• Knowledge of various automated systems.
• Knowledge and skill of Word and Excel software.
• Knowledge of various programs requiring specialized invoicing and services.
• Skills in providing quality customer service.
• Skill in analytical, research, computer skills, interpersonal skills, oral and written communication skills, and problem identification and resolution.
• Ability to communicate verbally and in writing; perform math computations, compare codes and figures for accuracy, identify and resolve problem invoices, review authorizations and invoices, and work in a team environment.

Pre-Employment Requirements:

• Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.

• High School diploma or GED
• Travel will be required for State business. Any employee operating a motor vehicle in State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
