The Executive Consultant Senior provides strategic leadership and operational oversight for the Application Development team, ensuring the delivery of high-quality, scalable, and secure software solutions that align with organizational goals. This role is responsible for managing resources, budgets, and timelines, driving continuous improvement, and fostering a collaborative, customer centric culture. The Executive Consultant Senior acts as a subject matter expert, advisor to executive leadership, and mentor to development staff, ensuring alignment with both state and federal guidelines where applicable.
Major duties and responsibilities include but are not limited to:
• Manages and directs application development leaders. Develops effective and strong business relationships. Manages and works with vendors and the associated software/systems contracts and ensures that development and implementation occur on schedule and within budget. Proactively communicates with clients, peers, and executive management to foster collaboration and positive information flow.
• Develop and monitor the team-level budget and will report the budget to the executive team. This position will manage, monitor and track project-related costs and other relevant activities performed by the department. Assist the Deputy CIO as needed.
• Define immediate and long-term goals, priorities, and operational plan to ensure team goals are aligned with the goals and priorities of the organization. Drive innovation by adopting emerging technologies and promoting automation and continuous improvement initiatives.
• Advocate technology changes that provide value and support of Agency goals; champions a cohesive and consistent approach to improvement in the organization across all platforms. Provide technical operational support and ensure compliance obligations are met throughout the software development lifecycle.
• Identifies major resource constraints that impact implementation of desired organizational goals. Provides input to functional and departmental strategy. Plans work activities, prioritizes, set goals and objectives.
• Collaborate with business partners, product owners, and IT leadership to translate business requirements into robust technical solutions. Respond promptly to customer needs, solicit feedback, and foster strong relationships with internal and external stakeholders.
• Contribute to the development of departmental strategies and execute functional business plans. Collaborate with senior IT leadership and business stakeholders to define application roadmaps and modernization initiatives.

Minimum:
• Five or more years executive management experience providing direct supervision and overseeing the daily activities of a section OR a Bachelor's degree in Computer Science, Information Technology or related discipline and eight or more years of responsible work experience in application development to include management experience or leadership role.
Preferred:
• Advanced degree in Computer Science, Information Technology or related discipline. Experience with enterprise application development, infrastructure technologies, in-house developed applications, and organizational methodologies and tools.
