The Office of Strategic Planning and Budgeting (OSPB) is seeking highly motivated and talented individuals to assist in making prudent fiscal decisions with both State and federal dollars.
The Budget Analysts will perform analysis for the purposes of developing the Governor’s Executive Budget, contribute to strategic plans and monitor performance measures, assist the Governor and Executive leadership in policy development and implementation, and provide support on special projects for the Executive.
| Major Duties & Responsibilities: |
• Perform monthly financial modeling of the state’s Medicaid program, incorporating any changes in membership levels, capitation rates, or federal reimbursement rates
• Provide suggestions for State agencies’ strategic plans and performance measures to maximize impact and ensure achievement of long term outcomes
• Serve as the primary expert within the Governor’s Office for the Medicaid portfolio of State agency budgetary and performance initiatives
• Critically analyze state agencies’ budgets and any proposed budget changes with the goal of developing the Governor’s Executive Budget
• Research and identify available data sources and to conduct strategic, operational, and financial analysis on a broad range of topics
• Serve as a resource on issues relating to federal and State laws and regulations as well as State agencies’ policies and procedures
• Provide oral and written presentations to explain Executive Budget issues to legislative members, committees, and the public
• Coordinate with agency staff to ensure budget implementation is done appropriately and in alignment with legislative intent
• Provide recommendations to the State Budget Director, the Governor’s Executive staff, and the Governor
• Manage and provide support to projects initiated by OSPB leadership and the Governor’s Executive staff
• Evaluate agencies’ performance to ensure programs are efficient, effective, and are maximizing impact
• Maintain revenue and expenditure projections for agencies’ funds; monitor agency cash flow
• Coordinate with the Governor’s policy advisors and agencies to track legislation
• Analyze legislation for potential fiscal and operational impacts

• Display strong interpersonal and relationship skills, can collaborate with internal and external stakeholders without conflict, and can deliver bad news with grace
• Be proficient in Microsoft Office (Excel, Word and PowerPoint), Google suite, and comfortable navigating new software products and applications
• Strong communication skills. This includes writing, speaking, presenting and using data to make complex and technical issues easy to understand
• Strong data analysis skills, including the ability to track multiple variables as part maintaining the Medicaid model
• Highly organized, driven, persistent, and is able to make progress with little to no guidance or direction
• Open to feedback, embraces criticism on a regular basis, and approaches work with a growth mindset
• Knowledge of Medicaid concepts such as capitation, fee-for-service, directed payments, etc
• Curious and humble, is willing to ask questions, seek help, and learn from failure
• Strong math skills, detail-oriented, with superior critical-thinking ability
• Master’s Degree in Public Administration, Business, Economics, Accounting, Finance, or related field; or, a Bachelor’s Degree in similar fields with 3-5 years’ experience in governmental budgeting, public finance, or a related area
