We are seeking a highly resourceful and strategic leader to guide a team responsible for establishing reimbursement rates for Arizona Medicaid providers. This role requires a confident decision‑maker capable of developing defensible rate‑setting methodologies across diverse healthcare provider types. The ideal candidate is creative, intuitive, and innovative in shaping reimbursement policy, and able to effectively communicate and defend decisions to healthcare providers, the state legislature, and federal agencies. As the Financial Reporting Manager, you will be responsible for development and maintenance of AHCCCS FFS fee schedule payment rates and related fiscal impact analyses for all provider types, and supervision of at least three professional level employees performing rate-setting functions.


This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

What You'll Do to Contribute to Agency Success:

Major duties and responsibilities include, but are not limited to:
• Oversee development of fee-for-service reimbursement rates, including research, development, system implementation, internal and external distribution, ongoing maintenance, and issue resolution.
• Perform complex data analyses and fiscal impact analyses for proposed changes for reimbursement rates and methodologies; develop and present recommendations to management; supervise staff in performance of same.
• Research and analysis of alternative rate-setting methodologies, various administrative rules, policies and requirements, both state and federal, as they apply to fiscal responsibilities concerning rate-setting.
• Attend internal and external meetings serving as agency's rate-setting expert, to answer questions, provide recommendations, and participate in problem solving and decision making.
• Administer workload and ensure quality of work products of professional level employees.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Financial/fiscal data analysis methods
• Statistical analysis and research methodology
• Medicare and Medicaid payment regulations, and state and federal laws relating to the AHCCCS program
• Rate-setting methodologies
• Financial reporting, auditing and financial analysis
• Health care industry coding standards
• Medical terminology
• Healthcare measurement methodology, such as, utilization measurement
• Working use of mainframe systems, such as TSO and CICS environments
• AHCCCS mainframe databases, including claims and encounters, recipient files, provider files and reference tables
• PC and mainframe computer system applications, programming and operations within the context of healthcare industry usage
• Managed care payment principles
• AHCCCS and managed care service delivery systems, including the various types of services provided/required, service provider types and specialties incorporated into the AHCCCS programs along with the types of services provided
• Management theories and techniques, supervisory skills, staff motivation techniques, and performance evaluation and measurement

Skills in:
• Financial statement review
• Auditing
• Analysis, research techniques and problem-solving skills to resolve operational problems and improve systems related to rate-setting
• Internet research skills to track rate-setting issues, methodology updates, and federal requirements
• Application of data analysis skills to extract and report service utilization from claims and encounter service data, and to use utilization data to analyze fiscal impacts of rate payment scenarios
• Personal and mainframe computer systems and application software skills, such as, spreadsheet, word processing, financial/ accounting, database, and/or graphics software
• Effective supervisory skills to manage support staff and provide a positive work environment
• Project management skills, including the development of project objectives, task analysis and work plans
• Proficient in Microsoft Excel; experience with SPSS, Cognos/Business Objects or other SOL program
• Management and leadership skills

Ability to:
• Analyze, summarize, interpret, understand and report dater
• Analyze and synthesize financial and/or managerial data and complex payment issues
• Develop and apply rate-setting methods and make recommendations for rate changes
• Query mainframe (CICS and TSO environments) and personal computer databases
• Specify system service requirements, communicate and work with information systems staff to create or revise data extracts, upload and download of data files, production and ad hoc reports, rate system updates and the ability to enhance and update the AHCCCS fee schedule web site
• Work and communicate with a broad spectrum of professionals internally and externally, and the ability to effectively present information both orally and in writing
• Write technical/analytical reports and work independently or as part of a team

Qualifications:

Minimum:
• Bachelor’s degree in finance, economics, statistics, health care management, or related field
• A combination of four years experience with financial analysis and/or capitation rate setting or equivalent experience

Preferred:
• Master's degree in economics, business, finance, healthcare, policy and two to three years working in a health care environment

Pre-Employment Requirements:

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
