The Department of Economic Security, Division of Aging and Adult Services, seeks an experienced and highly motivated individual to join our team as a Financial Analyst 2 with Finance and Business Operations. DAAS supports at-risk Arizonans to meet their basic needs and to live safely, with dignity and independence. Services and programs reach a diverse population of Arizonans.
Under the direction of the Finance and Business Operations (FBO) Administrator and Fiscal Team Supervisor, this position develops the DAAS budget and performs continual tracking, analysis and forecasting for more than 30 federal, state, and other fund sources. This position prepares and reviews budget estimates and develops various scenarios to maximize available funding while not exceeding resources. This position gathers and analyzes financial data from the statewide accounting system, prepares detailed spreadsheets to display the budget and makes changes as needed throughout the year. In addition, tracks the various federal grants administered by DAAS to ensure the grants are obligated and spent properly and timely. This position provides grant/fund source budget and expenditure information and makes recommendations to DAAS senior management on fund usage.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Essential Duties and Responsibilities include but are not limited to:
• Develop annual DAAS budget, working with fiscal team supervisor and FBO administrator, adjusting and revising budget estimates throughout the year based on actual expenditure data, revenue changes and/or planned expenditure needs.
• Analyze expenditures against the DAAS multi funded budget, gather complex expenditure data from AFIS, and prepare budget analysis and expenditure projections/forecasts for DAAS administrative costs.
• Provide information, technical assistance and recommendations to senior management and program staff on grant budgets, expenditures and fund usage.
• Track grant awards and expenditures ensure funds are obligated and expended properly and in a timely manner.
• Meet monthly with Assistant Director, FBO Administrator and supervisor to review and discuss budget plans, forecasts, and available funding, providing spreadsheets and reports that reflect budget status.
• Follow up and coordinate with fiscal unit supervisor to resolve any actions identified at monthly expenditure meetings (or as other issues arise) that are needed to ensure DAAS fund sources are utilized properly.

• Principles, concepts, practices, methods and techniques of government accounting, fiscal and financial record keeping, and automated accounting systems.

The ideal candidate for this position will have:
• Prefer Bachelor's degree in business, finance or accounting and one year of experience developing, tracking, analyzing and forecasting budgets and expenditures, preferably in a governmental setting.

• This position may require driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

State employees are required to participate in the Arizona State Retirement System (ASRS), the state-sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
