The Division of Business and Finance (DBF) is searching for someone who is driven and detail‑oriented to play a key role in our Division. As a Budget Analyst Senior, you’ll take ownership of critical financial functions that keep our agency running smoothly and strategically. 
In this role, you will: 
•   Lead the development and ongoing maintenance of the agency’s cost allocation plan 
•   Build and refine labor forecasts to support long‑term planning 
•   Manage and enhance administrative charging procedures 
•   Create clear, insightful financial reports using advanced Excel functions and pivot tables 
•   Leverage your SQL experience to analyze and organize complex data 
•   Apply your background in governmental budgeting, public finance, or related fields to guide decision‑making

Major duties and responsibilities include, but are not limited to:
• Prepare monthly labor forecast for all agency divisions based on cost allocation reports and analysis. Prepare annual forecasts to be used in the development of the annual agency budget submission and spending plans. Set-up and maintain all employee funding codes and time tracking in ETE and AZ360. Develop and maintain agency cost allocation plan and related policies and procedures. This includes the annual cost allocation plan and quarterly amendments as necessary. Responsible for all drafting, internal review and approval, issues tracking, and revisions. Lead agency workgroups to proactively identify risks and implement solutions. Present and negotiate agency cost allocation plan and related proposals to federal partners including the U.S. Department of Health and Human Services (HHS), Centers for Medicare and Medicaid Services (CMS), and the Substance Abuse and Mental Health Services Administration (SAMSHA). Serve as agency subject matter expert for all cost allocation issues. Thought leader for development of innovative approaches to complex problems.
• Assist the administrative and programmatic budget teams in forecasting, tracking, and researching expenditures as necessary. This would include research in AFIS, AZ360, COGNOS, or other systems containing expenditure or cost allocation data.
• Develop and implement administrative audit and reconciliation processes to regularly review and evaluate charging practices and staff time records. Identify risk areas and recommend solutions. Prepare and implement administrative expenditure corrections to ensure compliance with cost allocation plan and relevant federal statutes and regulations.
• Manage review and approval processes for Justifications to Fill, Personnel Action Forms, Cash Overtime Requests, and other core administrative activities. Track personnel changes over time and perform research into personnel trends as necessary.
• Assist finance with questions regarding set-up and maintenance of accounting structures and chart of account elements required to ensure appropriate federal claiming and administrative accounts payable funding codes for purchases or other questions related to cost allocation.

Knowledge, Skills & Abilities (KSAs):

Knowledge of:
• Federal and State laws, rules, regulations and policies governing financial requirements related to the Agency’s programs as outlined in the Code of Federal Regulations (CFR’s), Arizona Revised Statutes, Arizona Session law, State accounting rules (State Accounting Manual), Arizona Revised Statutes including current legislative session law and AHCCCS Administrative Policies and Procedures
• Internal financial automated accounting systems (PMMIS, AZ360, AFIS) and in software applications in a Windows environment; Excel, Word, Access and other PC based accounting databases, spreadsheet and mainframe software
• Substantial knowledge of the methods and techniques of development of cost allocation data and processing related to large financial systems

Skill in:
• Oral and written communication, including the ability to communicate effectively with management and staff within the Agency, with other State agencies and with external auditors
• Analytical, organizational and problem solving, including the ability to interpret financial and statistical data
• Management of work organization and accomplishment

Ability to:
• Resolve problems and questions from management, peers and subordinate staff regarding work processes, policies, organization or methods of financial data compilation and reporting
• Write reports summarizing financial data compilation, interpretation, analysis
• Write operating procedures for the work assignments

Qualifications:

Minimum:
• Bachelor's degree in accounting, business, economics, finance, public administration, or a related field; or 3+ years of experience in governmental budgeting, public finance, or a related area.

Preferred:
• Experience in cost allocation and budgeting across several appropriations and fund sources.
• Demonstrated ability to produce reports within Excel using functions and pivots; SQL experience.

Pre-Employment Requirements:

• Successfully pass fingerprint background check, prior employment verifications and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
• Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
