This position is responsible for planning, directing, and managing the Behavioral Health Information Services (BHIS) Applications Systems and the staff assigned to the unit. The role ensures departmental work aligns with established policies and procedures, oversees the development and improvement of systems, policies, and strategic plans, and manages all projects to successful completion. Additional responsibilities include mentoring staff, preparing reports, managing budgets, and participating in hiring processes.

Major duties and responsibilities include, but are not limited to:
• Manage and direct the BHIS Applications Systems. Oversees the daily operations, functionality, and strategic development of the BHIS Applications Systems. Ensures systems operate efficiently, meet user needs, and support the department’s overall goals. Provides leadership to staff assigned to the unit, establishes priorities, and ensures high-quality service delivery.
• Ensure that all work in the department is performed according to policy and procedure. Monitors workflows and staff performance to ensure all tasks align with established policies, procedures, and regulatory requirements. Identifies gaps in compliance and implements corrective actions as needed to maintain operational integrity and consistency.
• Establish BHIS Applications Systems Policy and Procedures. Develops, updates, and implements policies and procedures that govern the division’s work. Reviews existing guidelines for effectiveness and revises them to reflect evolving practices, compliance standards, and organizational needs.
• Establish Operational/Strategic planning for the department. Leads the creation of operational and long-term strategic plans to guide departmental growth and performance. Evaluates current activities and future needs, setting clear goals, objectives, and priorities to support organizational direction.
• Develop and mentor staff assigned to the department including establishing training plans and career paths. Provides coaching, professional development, and structured training to support staff success. Helps employees identify career pathways, builds competencies, and ensures they have the tools needed to perform effectively and advance within the organization.
• Attend various meetings, classes, seminars and demonstrations. Participates in internal and external meetings and professional development opportunities to stay informed about industry trends, emerging technologies, and best practices. Brings back relevant knowledge to improve departmental operations.
• Prepare management and status reports. Compiles, analyzes, and presents data and updates for leadership to support decision-making. Produces clear and accurate reports that communicate project progress, issues, outcomes, and operational performance.
• Participate in the hiring process for the department. Assists in recruitment activities, including reviewing applications, interviewing candidates, and selecting qualified individuals. Ensures hiring decisions support departmental goals and contribute to a skilled, diverse workforce.

Knowledge, Skills & Abilities (KSAs):

Knowledge:
• Strategic planning in order to develop goals/objectives for the department
• Management principles in order to mentor and lead staff toward the successful completion of assignments
• Computer science in order to determine the best application of resources for automated systems development
• Federal regulations in order to maximize the federal match on state spending
• Principles of Continuous Quality Improvement (CQI) in order to apply continuous process improvement to department policies, processes and procedures
• Current technologies in order to perform accurate technology assessments for projects and strategic planning

Skills:
• Written and verbal communications skills to allow effective communication with upper
management, peers, subordinates, clients and customers
• Leadership skills for time management, critical thinking and conflict resolution
• Self-motivated, goal oriented, well organized, and performs effectively under pressure
• Good listening skills, good training techniques
• Project management skills in task management, resource management and overall project

• Establish and maintain effective policies and procedures regarding the operation of the department
• Plan based on the goals and objectives of the department

• Analyze and resolve a wide variety of problems

• Apply the principles of CQI and SDLC to make improvement in the department

Qualifications:

Minimum:
• Bachelor’s degree plus 3 or more years of experience in related discipline (or equivalent experience).

Preferred:
• A combination of formal training and a basic aptitude for the discipline, i.e., principles of communication and problem solving. 5 years of work experience in a Systems Project Lead or Management position.
