The Arizona Department of Administration (ADOA), General Services Division (GSD), is seeking a dedicated and highly skilled Grounds Supervisor 2 to oversee the aesthetic and functional upkeep of the iconic Phoenix Capitol Complex. In this vital role, you will lead and supervise a crew of five to eight inmates, ensuring the delivery of a full range of landscaping services—from precision pruning and seasonal over-seeding to complex sprinkler system repairs. You will be responsible for operating and training others on a diverse fleet of industrial equipment, including landscape tractors, skid steers, and aerial lifts, all while maintaining strict adherence to the security protocols of both the ADOA and the Department of Corrections.
Beyond daily grounds maintenance, this position serves as an irrigation specialist and assists in design and oversees install, maintenance and repair of irrigation systems. You will play a key role in the long-term vision of the Capitol grounds by assisting in garden design and plant selection. As a supervisor, you are expected to drive operational excellence by creating new standard work specifications, managing inventory, and coordinating with outside contractors to meet critical deadlines.
Success in this role requires a strong commitment to safety and administrative oversight. You will conduct daily briefings, prepare comprehensive weekly performance and cost-effectiveness reports, and perform rigorous audits to ensure full compliance with OSHA and MSDS standards. By monitoring the use of personal protective equipment and maintaining high-quality service frequencies, you will ensure that the State’s most prominent landscapes remain safe, sustainable, and professional.
Crew Supervision & Operations
- Lead and direct inmate crews in comprehensive landscaping operations, ensuring high standards of workmanship and safety.
- Manage logistics including the scheduling and transportation of crews to various sites.
- Administer personnel records, including preparing inmate timesheets and conducting formal evaluations of work performance and behavior.
- Coordinate with external contractors to ensure projects are completed on schedule, within budget, and in alignment with performance goals.
Landscaping & Grounds Maintenance
- Execute full-scale grounds care, including mowing, edging, weeding, and the pruning and maintenance of trees and shrubs.
- Oversee seasonal turf programs, such as scalping, over-seeding, and fertilizing.
- Maintain irrigation systems, performing routine repairs and troubleshooting to ensure optimal function.
- Preserve specialized sites, developing unique maintenance plans for monuments, memorials, and high-traffic special-use areas.
- Contribute to landscape design, assisting with garden arrangements and the selection of plant species.
Strategic Planning & Inspections
- Develop water conservation programs and seasonal maintenance schedules to promote environmental sustainability.
- Manage inventory and procurement, recommending the purchase of equipment, supplies, and plant materials.
- Perform regular facility inspections throughout the Phoenix Capitol Complex to ensure all grounds meet established daily, weekly, and monthly standards.
- Valid Arizona driver's license
