The Senior Insurance Analyst is responsible for reviewing various types of complex insurance filings for administrative completeness and substantive compliance. Filings to be reviewed may include a variety of types of insurance, including life and health, property and casualty insurance and service contract products. The Analyst will need to maintain electronic filing systems within the Product Filing and Compliance Division, including ensuring compliance with state record retention laws and schedules, and responding to public records requests.
The position maintains expert knowledge of, and determines compliance with both Arizona and Federal laws and regulations applicable to various types of insurance policy forms, contracts, rates, rating methods, underwriting rules and advertising filed with the Department. This includes protecting Arizona consumers from misleading, ambiguous or deceptive insurance products; responding to technical questions from filers, Department employees, and the public; corresponding verbally and in writing with insurers and others; developing and implementing system improvements; and recommending changes to department procedures, forms, instructions, and other information. Communicate effectively and promptly in a remote work environment.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

• Complete administrative review of form/rate/rule/advertising/report filings for life and health or property and casualty filings to ensure filing material is complete and ready for substantive review. Perform substantive review of form/rate/rule/advertising filings for life and health or property and casualty filings to ensure compliance with Arizona insurance laws and regulations. Utilize the System for Electronic Rate and Form Filings (SERFF) o communicate through written correspondence with filers to correct administrative and substantive deficiencies. Assist with updates to filing review checklists and insurer filing instructions. Complete other projects as directed by division supervisor.
• Ongoing participation in division meetings with peers and supervisor(s), in person as required, to discuss matters relevant to ongoing topics affecting or under the purview of the division. Respond promptly and appropriately to communications(email, telephone and electronic messaging) received from both internal and external sources. Adhere to guidelines established by division supervisor, including Remote Work Agreement.
• On an ongoing basis, independently review applicable statutes and insurance reference materials in order to obtain and retain meaningful knowledge of subject matter that is within the scope of assigned work; help formulate responses to inquiries submitted by internal and external contacts, including other federal and state agencies, the media, consumers, and attorneys. Research may require coordinating with other divisions, agencies, or other outside entities. Assist in researching and/or answering questions submitted to the division regarding the application of Arizona Revised Statutes and Administrative Code relating to insurance practices.
• Prepare certain filings for external review by outside vendors, including sending examination call and charge letters, collecting billing data, and processing invoices. Maintain physical and digital filing and retention system for the product filing and compliance division including digital and physical files.

Knowledge:
• Life and health insurance principles, terms, and concepts, including prepaid health care delivery concepts.
• Property and casualty insurance principles, terms and concepts, including personal and commercial lines
• Insurance contract language, marking, underwriting, policyholder service, managed care, cost containment measures, accounting, and health insurance rating concepts.
• Development of insurance rates and rating methods utilizing actuarial trending and predictive modeling methods.
• Insurance regulation and administrative law procedures.
• Arizona Revised Statutes and Arizona Administrative Code, applicable case law, and applicable federal law and regulations.
• State and agency public record and record retention and confidentiality requirements
• Correct grammar and spelling; standard formats for business correspondence.
• Responsibilities and functions of other divisions within the agency.

Relevant experience in insurance field. Familiarity with insurance terminology and functions of state insurance department. College degree or college level coursework in business administration, business communication, public administration. Demonstrated abilities with diplomatic, collaborative interactions on technical subjects.
