This journey-level position processes complex refunds, operating under general supervision while guiding others. The role involves the complex compilation, analysis, and verification of refund documentation (Fuel Tax, IFTA, IRP, and miscellaneous revenue) to ensure data accuracy and integrity, applying established AZ State Statutes and practices. The incumbent verifies complex calculations, updates refund information, and prepares documentation for approval. This position maintains and reconciles accounts and applications using advanced proficiency in Excel, Google Sheets, PDF, and other relevant software. This position may be called upon to drive a state owned or a private vehicle in the conduct of State.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Collect, compile and reconcile financial data and refund requests (Fuel Tax, IFTA, IRP, etc). Interpret Arizona State Statute & Arizona Administrative Code to ensure compliance. Verify Complex calculations and make adjustments to ensure the integrity of the fiscal services system.
Maintain comprehensive records and files to provide substantiation for all refund requests. All activities are to comply with State statutes and department policies. Use advanced proficiency in Excel/Google Sheets and automated programs to reconcile accounts and prepare document.
Investigate and resolve complex refund inquiries originating from taxpayers and agency personnel. Compose professional written and verbal responses. Offer guidance or technical instruction to subordinate staff regarding established procedures.

Knowledge of:
• Fundamental principles of fuel excise tax
• Business practices of the fuel industry.
• Title 28, Arizona Revised Statues.
• State and ADOT polices, rules, and regulations.
• Automated accounting systems used by the State and ADOT.
• Refunds related to fuel tax and vehicle registration.
• Spreadsheet functions and databases
Skill in/with:
• Effective, professional, oral and written communication.
• Analyzing and interpreting complex financial information and transactions.
• Advanced skill in utilizing and creating computer spreadsheets, databases and other automated tools to complete work tasks efficiently and accurately.
• Research and problem solving skills.

Ability to:
• Communicate in a clear and professional manner both verbally and in writing.
• Synthesize a complex work task and/or situation, and present recommendations for a course of action.

• Evaluate systems, identify flaws and design and implement corrections.
12 Semester hours or one year governmental accounting experience which includes experience with reconciliations and working with spreadsheets and deposits or two years accounting experience.
Knowledge of the MAX systems.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
