The Specialty Programs Tax Auditor 2 performs routine to moderately complex auditing work to ensure taxpayer compliance with Arizona state tax laws, rules, and regulations related to specialty tax programs, including but not limited to Vehicle, Boat, and Aircraft Use Tax, Liquor Luxury Tax, and Bingo Tax.
This position is responsible for conducting desk audits, analyzing taxpayer information, determining tax liability, and issuing assessments in accordance with established guidelines and procedures. The Auditor 2 applies Arizona tax laws to varying scenarios while managing a consistent caseload.
This role also supports taxpayer education, resolves inquiries, and contributes to improving compliance and efficiency within the Arizona Department of Revenue (ADOR).
Desk Audits
- Processes desk audits for vehicle, boat, and aircraft use tax to include:
- Vehicle: Upon receiving notice from Arizona Department of Transportation (ADOT) regarding recently registered vehicles, review and determine if use tax was paid at time of purchase; applies established guidelines to determine tax due and issues notice of proposed assessment when applicable.
- Boat: Reviews self-reported boat purchase information, determines use tax owed, and processes payments in accordance with established procedures; provides required documentation for Game and Fish registration.
- Aircraft: Upon receiving notice from ADOT, send questionnaires for new registrations to determine if use tax is due, and if not paid then administer notice of proposed assessment to taxpayer
- Researches and resolves Waste Tire Fee inquiries using established policies and procedures.
- Applies established auditing procedures and program guidelines to ensure accurate and consistent outcomes.
- Manages assigned caseload to meet timeliness and accuracy expectations.
Research & Analysis
- Conducts research and analysis related to specialty tax programs by applying Arizona statutes, rules, regulations, and established program guidelines.
- Reviews taxpayer inquiries and supporting documentation to determine appropriate resolution.
- Identifies discrepancies or missing information and takes appropriate action based on established procedures.
- Assists in maintaining and applying standard operating procedures (SOPs) and training materials.
Customer Service and Taxpayer Education
- Provides taxpayer assistance by explaining audit processes, tax determinations, and applicable laws, rules, and regulations.
- Responds to taxpayer inquiries via phone and email in a timely and professional manner.
- Explains tax liabilities, calculations, and required actions to support compliance.
- Assists taxpayers in resolving issues and completing required payments accurately
Special Projects
- Coordinates, participates in, and/or supports projects or programs specific to the Speciality Tax unit
- Traveling in-state for the purpose of field inspections, as needed
Agency/Department Compliance & Continuous Improvement
- Remains current on all laws, regulations, policies, and best practices related to taxation through regular engagement in activities such as: self-directed research, conferring with other practitioners and technical experts; subscriptions to regulatory/legal/industry newsletters and briefs; membership industry associations and attendance at meetings/events; and or participation in training and others continuing education opportunities.
- Actively contributes to team and individual effectiveness through the following: -
- Attends staff meetings and huddles of work unit or district; and may cascade and track information as indicated
- Completes all required training in a timely manner.
- Participates in assigned work teams as appropriate.
- May complete periodic metrics, projects, huddle boards and reports as requested.
- Prepares for and actively participates in 1:1 coaching with supervisor
- Maximizes work processes and deliverables through lean principles within the Arizona Management System (AMS); and provides recommendations for process improvement, and engages in continuous improvement efforts as assigned.
