Job Summary:

The Arizona Department of Administration (ADOA), Enterprise Resource Planning (ERP) Division, is seeking a dynamic and highly skilled Training Officer 3 to lead the development, delivery, and evaluation of comprehensive training programs for state-wide ERP systems. In this critical role, you will collaborate with cross-functional teams and subject matter experts to design innovative instructional materials, e-learning modules, and hands-on workshops tailored to diverse agency needs. As a senior member of the training team, the Training Officer 3 acts as a strategic partner in driving user adoption and system proficiency across state government, ensuring that employees are fully equipped to navigate complex financial, and human resources platforms. The ideal candidate brings advanced expertise in instructional design, adult learning theories, and change management, along with a passion for empowering public servants through impactful educational experiences.

Job Duties:
  • Assess & Plan: Identify statewide training needs to design, map out, and implement comprehensive training plans and course outlines for enterprise-wide systems.
  • Curriculum Development: Design, develop, and revise both enterprise-wide and customized training programs for in-person, virtual, and web-based delivery.
  • Collaborate & Coordinate: Partner with team members, subject matter experts (SMEs), and key stakeholders to align training priorities with agency needs and ensure seamless implementation.
  • Lead & Mentor: Lead and guide other professionals and consultants in creating and delivering high-quality training curriculum and content based on approved plans.
  • Optimize Delivery: Analyze and determine the most effective delivery methods, course content structures, and instructional mediums for diverse adult learners.
  • Project Management: Write detailed work plans and proposals for training activities, while effectively prioritizing training development and delivery schedules.
  • Metrics & Evaluation: Conduct training assessments and compile analytical metrics to evaluate program effectiveness and drive continuous improvement.
  • Active Engagement: Participate in essential meetings, including the ERP Community of Practice, project syncs, daily huddles, and general staff meetings to ensure alignment across the division.

Knowledge of:

  • Developing, conducting, and delivering training programs, including software-based training programs.
  • Curriculum development processes and adult learning concepts.
  • Reference materials such as federal regulations and Arizona Revised Statutes.
  • Effective project management strategies.

  • On-going use of feedback for continued quality improvement.
  • Strong leadership skills, including group facilitation and other problem resolution techniques.

  • Evaluate and improve training program materials and courses.
  • Public speaking proficiency, including the ability to communicate training content effectively to a variety of audiences.

  • Multi-task with flexible and adaptable work habits.
  • Embrace change and learn new skills.
Selective Preference(s):
  • A bachelor's degree in Business, Public Administration, Organizational Development, Teaching or similar field preferred.
  • Two or more years of professional level experience in learning/training/organizational development preferred.
Pre-Employment Requirements:
