The primary duty of the Business Analyst is to support key business processes and applications, identify development needs for streamlining and improving operations, and recommend process redesign where applicable.
Serves as a liaison between ITG and FMS stakeholders and applies AMS and project management methods, tools, and processes as standard practice. Prepares and delivers informing, well-organized presentations and project status reviews to stakeholders. Works cross-functionally to respond to customer needs promptly.
This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Design, develop, test and implement workflow solutions, dashboards and reporting for FMS and other ADOT business units. This includes documenting requirements, creating project plans, developing test scripts and support plans for solutions created by or managed by the Systems Team.
Analyze financial data and related workflows, databases, reports and business case needs. Apply and promote safeguards for using data and solutions securely. Structure large data sets to find usable information. Monitor data to identify changes in financial and business trans and troubleshoot quality/integrity issues. Help FMS Benchmark its data capabilities, identify strengths and gaps as well as leverage data assets to improve business performance.
Assist with team development, knowledge transfer and learning opportunities. Serve as a subject matter expert for implemented solutions and provide training for System Team members as well as end users on dashboard and reporting. Lead and or participate in project activities for system upgrades (e.g. quality assurance testing, risk analysis, impacts to sustainability of business processes, version comparison and analysis). Conduct new software evaluations and make recommendations.

Knowledge of:
*Principles, concepts, practices, and methods of governmental accounting, audit methodologies, internal control structures, accountability, and fiscal management.
*Familiarity with financial processes and financial statements.
*Process improvement techniques including process mapping, root cause analysis, data analysis, and business process reengineering.
*Principles of the Arizona Management System (AMS).
*Subject matter expertise: AFIS, infoAdvantage, Microsoft/Google, SQL.
*Data Warehouse/Bl and Data Analytics.
*Application development life-cycle: plan, develop, test, deploy, evaluate.
Skill in:

Bachelor's degree in business management, administration/finance or information technology,
Advanced spreadsheet skills, Previous State of Arizona employment experience, 3-5 years AFIS experience.

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
