Job Summary:

The Arizona Department of Administration (ADOA) Enterprise Resource Planning (ERP) division is seeking a Senior Business Analyst to serve as a key technical and subject matter expert for the AZ360 Human Resource Management (HRM) modules. In this role, you will deliver critical analytical support, TSQL reporting, and strategic consultation across Human Resources, GAO Payroll, and Benefits Business Units, as well as state customer agencies. Collaborating closely with technical teams, you will drive the analysis, security, workflow development, and configuration of AZ360, PageUp Recruiting, and AZ Learns (CSOD) modules, ensuring optimal operating efficiency across systems. Additionally, you will lead testing efforts for system modifications, feature sets, and enhancements, driving customer-focused process improvements while coaching, mentoring, and guiding Intermediate Business Analysts on the ERP HRM team.

Job Duties:
  • System Analysis, Configuration & Optimization: Collaborate with technical teams to perform system analysis, security and workflow development, and configuration across AZ360, PageUp, and CSOD modules. Monitor AZ360 HR, Payroll, Benefits, Performance Management, Employee Relations, and EMSS modules to ensure optimal operating efficiency.
  • Testing & Process Improvement: Test, evaluate, and provide feedback on system modifications, enhancements, interim containers, and defect fixes. Assist with customer-driven process improvements and system enhancements.
  • Issue Resolution & Troubleshooting: Analyze and troubleshoot business unit and department system issues, including system interfaces. Open detailed tracking tickets, document issue analyses, and resolve technical challenges in a timely manner.
  • Data Analytics & TSQL Reporting: Develop TSQL queries to support ad hoc reporting, data extraction, analytics, and presentations. Identify business patterns and trends to drive operational improvements, collect performance metrics, and establish criteria for benchmark studies.
  • Team Leadership & Mentorship: Coach, mentor, and train Intermediate Business Analysts on the ERP HRM team, fostering continuous technical and professional development.
  • Customer Collaboration & Requirement Gathering: Partner with key stakeholders across Business Units (HR, GAO Payroll, BSD) and customer agencies to gather requirements, document business needs, and recommend tailored options, resolutions, or best-practice models.
  • Project Management & Change Management: Support statewide project initiatives, including the Arizona Management System (AMS) rollout. Develop training content for new AZ360 modules and prepare briefing documentation, reports, and presentations for leadership and agency partners.
  • Operational Readiness & Professional Growth: Attend relevant meetings and training sessions, travel on State business as required, and perform other job-related duties as assigned. Note: Occasional night and weekend work may be required to meet mission-critical hard deadlines.
Knowledge, Skills & Abilities (KSAs):

Knowledge of:

  • General knowledge of methodologies and techniques for systems analysis and design, business process modeling, requirements gathering, quality assurance, and software development.
  • Familiarity with Business Analysis Body of Knowledge (BABOK).
  • AZ360 (CGI Advantage), PageUp Recruiting, configuration and analysis, including Spreadsheet Designer; TSQL reporting, SQL Server reporting services, AZ360 tables.
  • Data collection and analytics, project management principles and practices, partnering and consulting with customers of all levels, Google software suite, and translating data trends into usable information for non-technical audiences.

Skills in:

  • Leading initiatives of LEAN continuous improvement, making informed decisions/recommendations, performing advanced Excel and Google Sheets functions.
  • Documenting process flows and value stream mapping, identifying the root-cause of issues and formulating solutions, research and analysis techniques.
  • Planning, prioritizing and completing multiple tasks, maintaining a high degree of confidentiality and providing a high level of customer service.

Ability to:

  • Effectively adapt to multiple/changing priorities, work under pressure to meet project deliverables and changing deadlines; establish and maintain interpersonal relationships.
  • Understand the needs of State Government agencies and work independently or in a team environment.
Selective Preference(s):
  • Bachelor's degree and/or 5 years of experience in business analysis or equivalent experience
  • HR/PR/Benefit experience preferred, PMI certification a plus
  • Lean or Six-sigma certification a plus.
Pre-Employment Requirements:
