The Department of Economic Security, Division of Benefits and Medical Eligibility is seeking an experienced and highly motivated individual to join our team as a Human Resources Analyst Senior (Employee Relations Specialist). Under general supervision of the DBME Field Human Resources Business Partner (FHRBP), the HR Analyst Senior (Employee Relations Specialist) is responsible for work of considerable difficulty serving as an Employee Relations Specialist to all administrations within the Division of Benefits and Medical Eligibility (DBME). This position is recognized as an expert in Human Resources, with specialized breadth of expertise in the Employee Relations area.

This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and responsibilities include but are not limited to:

  • Provides guidance to Program Administrators, Program Managers and Supervisors relating to employee relations, performance measures, coaching, and feedback. Acts as a resource to lower-level colleagues.
  • Provides consultation and makes recommendations regarding disciplinary actions and/or corrective actions; investigates and responds to EEOC/OEO requests for information and Covered Employee Grievances on behalf of the DBME Assistant Director.
  • Provides technical assistance and guidance as requested, interprets rules, regulations and policy. Coordinates activities with other organizational units of the agency. Partners with DES Central Human Resources and the State Attorney General's Office to conduct on-site internal investigations ofter involving complex employee matters and prepare comprehensive investigation reports with recommended findings.
  • Prepares a wide variety of reports, tracks and maintains data. Assist in the development of personnel related policy and procedures. Conducts special studies, coordinates special projects. Recommend changes to correct operating deficiencies or to improve the provision of services to the public. Attend conferences, seminars and routine staff meetings.

  • Maintain sensitive and confidential information
  • Perform research, collect and analyze data and report information
  • Be unbiased, objective and thorough when working with employee relations issues or conducting investigations
Selective Preference(s):

The ideal candidate for this position will have:

  • Bachelor’s Degree in Human Resources or closely related field.
  • Two (2) years’ experience as an Intermediate Human Resources Analyst or equivalent experience.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
