The Department of Economic Security, Division of Business Services (DBS) Policy Unit is seeking an experienced and highly motivated individual to join our team as a Policy Analyst. With direction from the Policy Unit Manager, the Policy Analyst drafts and revises administrative policies and procedures applicable to accounts receivable and collection activities for more than 30 DES programs, such as Nutrition Assistance, Temporary Assistance to Needy Families, Child Care, Jobs Program, Pandemic Unemployment Assistance and Unemployment Insurance Benefits. The Policy Analyst tracks and ensures existing policies and procedures are current and relevant and modifies policies and procedures based on changes to laws, rules, and the needs of the Office of Accounts Receivable and Collections(OARC) and DES. Functioning as a significant team member, the Policy Analyst monitors changes in State and Federal legislation and results from Federal audits; identifies changes that may have an impact on current OARC policies and procedures; and trains Collections staff in the proper implementation of new or revised policies and procedures. Additionally, the Policy Analyst conducts continuous review and research of directives contained within the Code of Federal Regulations (CFR) to determine the impact of proposed and final administrative regulations on OARC programs, functions, and operations.

The Human Resources Business Partner, partners with executive leadership, front line supervisors, and employees and works independently to provide comprehensive and complex HR services across multiple HR functions, such as personnel management, classification and compensation, onboarding and offboarding, benefits administration, recruitment and selection, employee relations, organizational structure, and HRIS (AZ360) transactions and reporting. The position will also be responsible for promoting and leading a continuous improvement culture by supporting teamwork, root cause problem solving, standard operating procedures, and the use of performance metrics to improve HR service delivery. This role will be based on site at the Arizona National Guard Camp Navajo Installation, Bellmont, AZ and will be required to travel to Phoenix twice per month.

Under the general direction of the Vault Manager, this position is responsible for scanning sealed and non-sealed records; conducting quality assurance reviews of scanned records; performing birth-death matching and vital records updates; preparing and reviewing detailed usage reports; completing security paper closeout procedures; coordinating records retention activities; processing daily deposits; and performing end-of-day reconciliation of payment files. The incumbent is responsible for complying with all applicable statutes, rules, regulations, policies, and procedures. The incumbent will also assist with the following duties: -Analyzing reports received from the Centers for Disease Control and Prevention's (CDC) National Center for Health Statistics (NCHS), including following up with data providers to verify, validate, or correct reported data in a timely manner to maintain contract compliance. -Creating and maintaining Excel spreadsheets to track administrative and operational activities. -Proofreading new or revised policies, desk procedures, forms, and other written materials, and routing documents through the approval process. -Updating electronic policy, procedure, and forms indexes. -Revising and maintaining program website content. -Providing accurate program information through the interpretation and application of Arizona Revised Statutes, Arizona Administrative Code provisions, policies, and procedures related to the Vital Records Program. -Completing Social Security file uploads and downloads. -Conducting administrative audits. -Scanning sealed and non-sealed records. -Assisting with special projects and performing other duties as assigned. -Performing entry-level customer service activities in response to requests from the public, internal staff, and Bureau of Vital Records (BVR) partners. -Other duties as assigned.

The Administrative Specialist III (ASIII) position serves as the central coordinator for the Phoenix Regional Area including administrative support for the four regions: Phoenix North, Phoenix South, Gila River Indian Community and Salt River Pima-Maricopa Indian Community and assists the Phoenix Regional Area Director.
