Technical Competencies (Required KSAs on Day 1)
- Deep knowledge of modern HR concepts, program development methodologies, and organizational design practices.

- Skill in developing executive-level metrics, dashboards, templates, and analytical reports to guide business strategy.
- Ability to evaluate multifaceted, high-impact HR challenges and formulate compliant, high-level solutions.

- Skill in mentoring lower-level team members, assigning/guiding work, and leading functional project teams to hit key milestones.
- Skill in conferring with agency leadership, clarifying business requests, and persuading stakeholders across organizational boundaries.
- Skill in designing and facilitating impactful HR training programs for supervisors, managers, and staff.
- Ability to research industry trends and drive initiatives that streamline workflows and elevate service.
