COMPLIANCE PROGRAM MANAGER-CENTRAL

The Compliance Program Manager-Central (CPM-Central) is based out of Papago Park Military Reservation Arizona Army National Guard (AZARNG) installation in Phoenix, Arizona. This position is within the AZARNG Environmental Compliance Program (CMP) under the AZARNG Environmental Programs Office (EMO). The EMO is part of the Construction & Facilities Management Office. Under direction and supervision of the Senior Environmental Compliance Programs Manager (SECPM). The CPM-Central provides technical expert level assistance in the management of environmental compliance at Central AZARNG installations and facilities. This position manages hazardous waste, air quality, wastewater, drinking water, spill response, and other environmental compliance, as needed, at all AZARNG facilities. The CPM-Central performs routine site visits/inspections to establish and improve compliance, identify and correct compliance deficiencies, and provide compliance-related training/guidance to state, federal, and other personnel occupying AZARNG Central Facilities personnel. This position will also be required to facilitate the northern and southern CPM's when larger tasks and requirements arise. This position requires frequent in-state and out of state travel (as permitted) and may require irregular work hours and/or overtime as needed to fulfill compliance objectives. Requires training in handling hazardous waste and hazardous materials. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.
Responsibilities include:
• Under the direction and oversight of the Sr. Compliance Programs Manager: Implements and reports on overall compliance, under the Senior Compliance Program Manager, of AZARNG/AZDEMA for all requirements outlined in NEPA, AR 200-1, and EPCRA related regulations. Emergency Planning and Community Right to know Act of 1986 (EPCRA)
• Under the direction and oversight of the Sr. Compliance Programs Manager: Provides technical expertise assistance and support in the proper management of Hazardous Waste, 40 CFR Part 262, Universal Waste, 40 CFR Part 273, and other environmental programs in accordance with applicable Local, State, Federal, and National Guard Bureau policies and regulations. Required field work and handling of hazardous waste and hazardous materials.
• Under the direction and oversight of the Sr. Compliance Programs Manager: Responsible for implementing Program SOPs and reporting on and compliance of the Storm Water Pollution Prevention Plan (SWPPP), Spill Prevention, Control, and Countermeasure plan (SPCC), manage and implement Pollution Prevention plans as well as Pinal County Air Quality Permit reporting and compliance. Requires extensive field work to multiple locations.
• Under the direction and oversight of the Sr. Compliance Programs Manager: Provide technical expertise, assistance and support managing petroleum, oil, and lubricants (POL) in compliance with 40 CFR Part 112, and Part 279, at all AZARNG installations.
• Assist with other Compliance Program Managers at Southern and Northern Installations as needed.
• Field Requirement: Conduct weekly Central Accumulation Area (CAA) and Satellite Accumulation Area inspections in compliance with 40 CFR Part 262.
• Under the direction and oversight of the Sr. Compliance Programs Manager: Assists in management of Water and Wastewater/Aquifer Protection Permit compliance as well. This will include review and implementation of new rules related to PFAS chemical monitoring and reporting. Requires field work to multiple locations.
• Under the direction and oversight of the Sr. Compliance Programs Manager: Manages, reports on, requests funding, and executes funding required for the central compliance department truck, equipment, supplies, and materials, in order to facilitate field visits, statewide travel, and mission readiness in accordance with all federal and state environmental and fiscal regulations.
• Customer Service is an important part of this position including guidance, training, and developing training modules tailored to each unique installation or proponent.

| Knowledge, Skills & Abilities (KSAs): |
Knowledge of:
• 40 CFR 112 for oil pollution prevention and SPCC Plan requirements.
• 40 CFR 279 Management of Used Oil.
• 40 CFR Parts 260-302 for Hazardous Waste Management.
• Emergency Planning & Community Right-to-know Act (EPCRA).
• Regulatory inspection, enforcement, and reporting procedures.
• Interpret environmental regulations related to Arizona Revised Statues (ARS) and Arizona Administrative Codes (ACC).
• 40 CFR 260 - 299 specifically, and the rest of 40 CFR in general, as these regulations apply to the generation, accumulation, disposal, and preparation for transport of hazardous and universal waste.
• 40 CFR and 29 CFR (Environmental and Safety) requirements as they relate to AZARNG environmental needs and programs.
• 49 CFR Parts 171-180, Hazardous Materials Transportation Regulations.
• 40 CFR 112 requirements for oil pollution prevention, especially section 112.8 regarding Spill Prevention, Control, and Countermeasure Plan (SPCCP) requirements.
• Environmental regulations associated with the Arizona Revised Statutes (ARS) and Arizona Administrative Codes (AAC), particularly those focused on regulation of hazardous, universal, and special waste.
• Local compliance requirements and best management practices.
• Operation of maintenance shops.
Skilled in:
• Conduct site assessments and field inspections.
• Implementing and maintaining environmental compliance regulations and programs.
• Develop and provide training related to environmental compliance programs.
• Sampling, laboratory analysis, and data analytics.
• Toxics Release Inventory (TRI) reporting.
• Provide access as a Facility Representative for regulatory inspections, enforcement actions, and reporting.
• Identification, profiling, characterization, listing of HW including standards for storage, transportation, and disposal.
• Tier II Reporting.
Ability to:
• Strong written and oral communication skills.
• Document inspection and reporting information from site personnel at various sites.
• Develop and conduct compliance training.
• Coordinate and work with contractors and proponents at various Southern facilities and sites.
• Strong interpersonal skills and the ability to work well with others in a team setting as well as independently.
• Handle Hazardous Waste & Hazardous Materials by Obtaining periodic qualifications and certifications for handling these items.
• Walk to survey areas for Southern Installations
• Conduct Field Work and Inspections on Southern Facilities
• Ability to manage spill response and reporting requirements.
Special Job Requirements:
• Requires a bachelor’s degree and 1+ years in managing hazardous waste or environmental compliance related field.
• Within 6 months of hire, obtain Hazardous Materials Transportation Certification (refresher required every three years), 40-hour HAZWOPER Certification (annual refresher required) and Resource Conservation & Recovery Act (RCRA) initial certification with annual refresher required.
• Lift required materials (see non-traditional work environmental requirements)
• This position requires possession of and ability to retain a current, valid Arizona state-issued driver's license appropriate to the assignment. Employees who drive on state business are subject to driver's license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.)
• Must be a U.S. citizen.
• Candidates for this position will be required to submit to a criminal background investigation as well as possess the ability to achieve a favorable Tier 1 investigation for the purpose of obtaining/maintaining a Common Access Card (CAC) within one year for required access to DoD software systems and platforms such as PrideWeb, WEBCASS-E, ESTARR, and E-QWIP.
| Pre-Employment Requirements: |
Preferred candidate has a bachelor’s degree in a related field (Environmental Compliance, Environmental Management, Environmental Engineering, Environmental Science, or closely related field etc.) with 2+ years of experience in managing hazardous waste or environmental compliance related field. The preferred candidate will have at least one of the following: 40-Hour HAZWOPER Certificate, DOT, RCRA annual training certification, EPA Method 9, Erosion Control certifications. 5 years’ experience managing hazardous waste. 1+ years of experience with military shops and aviation facilities. The preferred candidate should have any combination of experience, education, and training that meets the knowledge, skills, and abilities.
