| The Federal Program Manager is responsible for managing all areas of the Manufactured Housing Program in agreement with the Federal Department of Housing and Urban Development (HUD) under Part 3280 – Manufactured Home Construction and Safety Standards, and Part 3282 – Manufactured Home Procedural and Enforcement Regulations. This includes Inspection Primary Inspection Agency (IPIA) operations and State Administrative Agency (SAA) operations which involve the oversight and management of all HUD manufactured housing production and construction, factory certification, retail lot monitoring, and consumer complaints.
Duties include:
• Manage HUD assignments and responsibilities as a result of Arizona's designation as an IPIA and SAA. This includes monitoring vendor performance, report writing, advising stakeholders and managing contract agreements.
• Provide regulatory and code guidance and consultation to department personnel, licensees, contractors, ISA's and the public.
• Provide training, coaching and education of staff to better the understanding of state and federal programs and requirements.
• Maintain program records and currency of all reporting, investigation and audit requirements.
• Perform other tasks as assigned, to include participation in development of other division programs, trouble shooting and problem solving, promotion of best practices throughout the division and industry.
These functions support the Agency's mission to maintain standards of quality and safety for the occupants of regulated structures.
This position may offer the ability to work remotely, in Arizona, to include in-office hoteling, based on the department’s business needs and continual meeting of expected performance measures. Must have the ability to commute and utilize office hoteling space as needed. |

| The Construction and Facilities Management Office (CFMO) is responsible for the planning, construction, maintenance, and eventual disposal of real property for the Arizona Army National Guard (AZARNG). Responsible for assisting with the Real Property Development Plan (RPDP) and Military Construction (MILCON) Programs for AZARNG CFMO. The Planner 3 serves in a supervisory role, coordinating the Real Property Program. Primary duties include assisting with document preparation for the MILCON Program and maintaining databases of record such as Real Property Planning and Analysis System (RPLANS). This position will require in-state travel to conduct site visits at locations off station to gather data, conduct inspections and verify occupancy at facilities. Occasionally out of state travel will be necessary for training. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics. |

Position will occasionally utilize and supervise inmate labor to assist in maintenance and service functions. May also be required to transport inmates to and from different job sites. |

| Operates heavy engineering equipment and material handling equipment to include, but not to be limited to: Road graders, bulldozers, front end loaders and 20-ton dump trucks. Perform road maintenance and snow removal at the direction of Physical Plant Supervisor I. Perform routine inspections and operator level maintenance. Turn-in equipment to maintenance shop chief for periodic maintenance and services, maintain documentation as required. On occasion, supervises a Department of Corrections work crew or individuals performing road maintenance, construction or maintenance of barbed wire fences, and clearing vegetation from igloos. Assists FMO North crew members with all general work orders assigned, as needed. Perform all duties in a safe manner. Tracking and maintaining work order data logs for material cost estimates and time applied towards facilities work orders for all buildings and departments. Maintaining knowledge of life cycle longevity on job specific equipment.
