    Key Tasks and Responsibilities:

    System Application & Development

    • Work with end-users to document user processes and produce data and process flow diagrams as well as reports and recommendations to collate the functional specification for new systems.
    • Work with the management team to design  and implement more effective business processes.
    • Design and Implement Security Measures: Develop and maintain robust security architectures for all data systems, including databases, data warehouses,  data lakes and evaluate cybersecurity  analytics tools eg. SIEM etc
    • Risk Assessment and Mitigation: Conduct regular security audits, vulnerability assessments, and penetration testing to identify and mitigate potential risks and threats.
    • Incident Response: Lead the response and recovery efforts for data security incidents, including breach investigation, containment, and reporting.
    • Access Control: Manage and enforce strict role-based access controls (RBAC) and data masking techniques to ensure only authorized personnel can view or modify sensitive data.
    • Compliance: Ensure data systems and security practices comply with all relevant internal policies and external regulations (e.g., GDPR, HIPAA, CCPA, ISO 27001).

    Application System Maintenance

    • Ensure that Rainbow Centre application systems are maintained to the highest possible standard with maximum levels of attainable productivity and efficiency.
    • Manage application configuration and upgrades, and problem analysis and resolution for complex application problems, in conjunction with the users and external application or service suppliers where necessary.
    • Manage ICT application projects and assist users to run their application projects, providing technical input where required.
    • Improve application functionality and performance and provide suggestions for system improvements.
    • Develop procedures and documentation for application support
    • Develop and maintain interfaces, exports and imports, and ensure their smooth running where required.

    Data governance and quality

    • Policy Development: Establish, document, and champion organizational data governance policies, standards, and processes, including data retention and disposal.
    • Data Lineage and Cataloging: Implement tools and procedures for comprehensive data cataloging and tracking of data lineage to understand the data lifecycle from source to consumption.
    • Quality Management: Define and monitor key data quality metrics, working with data owners and engineering teams to resolve data quality issues proactively.
    • Training and Advocacy: Educate and train staff on data governance best practices, security protocols, and their roles in maintaining data integrity.
    • Data Stewardship: Collaborate with designated functional owners  across departments to ensure accountability for the proper management and use of the organization's data assets.

    Data Analysis

    • Analyze data from systems and produce technical and business reports for consumption by departmental managers.
    • Proactively manage data quality in systems
    • Directly provide user training and training materials and arrange third party training.
    • Analyze user processes and produce data and process flow diagrams as well as reports and recommendations for improvements.
    • Undertake any other duties of a similar level and responsibility as may be required from time to time

    Job Requirements:

    • Diploma/Degree in IT, Engineering or related disciplines, or equivalent experience plus appropriate professional qualification
    • At least 5-8 years’ experience within a professional ICT environment planning, installing, maintaining and supporting business applications
    • Experience with database-driven application development, Google script and user interface
    • A sound understanding of enterprise applications, data security, and technical IT issues to enable discussions with internal and external technical specialists
    • Experience of implementing and upgrading business applications and requirements, mapping process and documenting the results
    • Experience in analysing and documenting user needs and requirements
    • Experience in supporting business application systems and understanding of their architecture
    • Ability to communicate technical information to a non-technical audience.
    • Experience in IT/enterprise applications vendors management.
    • Familiar with technical project management

Ensure that Rainbow Centre application systems are developed, maintained and supported in order to achieve an efficient and effective delivery of services and information. Work closely with various functional units to analyze processes and workflow to identify possible application solutions, evaluate suitable solutions vendors, manage the end-to-end procurement process and project manage the implementation. Assist the users in the development and delivery of future Application System acting as a liaison between application vendors.
