The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as the national entity responsible for regulating all heavy vehicles with a gross vehicle mass over 4.5 tonnes. We are headquartered in Brisbane and employ more than 1000 people across the ACT, New South Wales, Queensland, South Australia, Tasmania and Victoria.

We are seeking an experienced and highly skilled Procurement Specialist to join our team. This pivotal role will provide strategic procurement support across assigned client groups, driving the effective acquisition of goods and services to meet business needs. You will work closely with key stakeholders to align procurement strategies with business priorities while ensuring efficiency, cost-effectiveness, and compliance with all relevant policies and regulations.

Key Responsibilities

  • Develop and implement procurement plans and initiatives aligned with stakeholder needs and priorities to maximise value
  • Undertake planning, coordination and implementation of low to medium value and low to medium complexity procurement projects that drive continuous improvement within the procurement function, taking the lead in ensuring execution of specific project elements
  • Develop Request for Proposal (RFP) documentation including risk strategies, evaluation plans and reports in line with defined requirements and in consultation with key stakeholders
  • Adhere to standard procurement processes that comply with NHVR procurement governance requirements, acting as Probity Officer, raising instances of non-compliance and providing advice and guidance to improve processes
  • Maintain a comprehensive knowledge database of supplier markets, capabilities and technology

Skills and Capabilities:

  • Demonstrated procurement experience within a large, complex and diverse organisation, with a strong track record of identifying value-enhancing opportunities and successfully implementing initiatives to realize those benefits.
  • Demonstrated tender development and evaluation experience.
  • Knowledge and practical experience in working with commercial and contract negotiations and contract and supplier management.
  • Supplier engagement experience including attending supplier meetings, providing constructive feedback to suppliers based on evidence and resolving minor contract issues.
  • Knowledge and experience of Vendor Panel and D365 is essential, together with the ability to analyse complex data.
  • Strong interpersonal skills with the ability to manage effective relationships with vendors, stakeholders, and management.
  • Proven ability to deliver exceptional customer service and manage stakeholder expectations.
  • High attention to detail, organisation, and time management skills
  • Highly developed written and verbal communication skills
  • Proven analytical skills including the ability to analyse and interpret information, prepare written reports, deal with challenges creatively and achieve business focused solutions.
  • Able to work effectively as part of a team and take ownership of priorities to support team delivery objectives.
  • Expertise in project management to effectively prioritise and deliver on conflicting requirements
  • Ability to maintain confidentiality and handle sensitive information with professionalism and integrity

About You:

  • Experience: At least 5 years of demonstrated experience in procurement roles
  • Qualifications: A degree in Supply Chain, Procurement, Business, Commerce or related fields. A formal procurement qualification (CIPS or equivalent) is highly desirable
  • Technical Skills: Intermediate to advanced proficiency in Windows OS and the Microsoft Office Suite.
