The Virginia Department of Housing and Community Development (DHCD) seeks a Deputy Director to lead the agency’s Building and Fire Regulation Division (BFR). The Division of BFR provides support for the development and administration of the Commonwealth’s statewide building and fire codes. The senior level position works with the Board of Housing and Community Development to achieve a system of building and fire codes that provides for appropriate levels of public safety and to facilitate the orderly development and redevelopment of building and structures while maintaining affordability.

This role will provide executive leadership and policy direction to the Division and direct functions within the Division to ensure compliance of programs with the Code of Virginia and federal and state policies and regulations. The director leads the day-to-day operations of the Division (masterfully managing people and programs), ensuring that resources are efficiently managed, State and Departmental policies are being followed, and Division activities are being implemented in a timely manner. The selected individual will advise the Agency Executive Director and members of the Board of Housing and Community Development on building and fire code issues. The Deputy Director for BFR will advise members of the executive and legislative branches of government on the impact and effect of proposed changes to the Code of Virginia that affect the Commonwealth’s building and fire codes. The selected individual will participate in national code development process and advocate for identified priorities of the Commonwealth of Virginia.

• Effectively plan, organize, and direct multiple staff and programs.
• Operate at a higher policy level with frequent interaction with senior state executive and legislative policy makers.
• Work with diverse stakeholders and to resolve sensitive issues with diverse interest groups, both at the state and national level.
• Communicate effectively, both orally and in writing with strong interpersonal skills.

Minimum Qualifications

• Considerable knowledge of the legislative process.
• Extensive experience working at the management level with the development and administration of building and/or fire safety issues.
• Experience in program compliance/monitoring or equivalent work experience in a professional environment.
• Proficient experience in Microsoft Office Suite and facilities resources/applications necessary for execution of the job.
• Considerable knowledge and experience supervising, directing, and evaluating professional level staff in a timely manner to support staff development.
• Comprehensive knowledge of state and national building and fire safety codes, regulations, and standards to include fire code administration including inspection and enforcement.
• Knowledge of the principles of building and fire protection design, construction, and engineering.
• Knowledge of budgeting and financial management policies and procedures.

Additional Considerations

• Prefer Certified Professional Code Administrator or Certified Building Official.
