Job Duties:
The DARS Financial Division supports the Agency’s mission by providing quality financial management through Budget, Grants, Accounts Payable, Accounts Receivable, General Accounting, Financial Reporting, Payroll and Compliance services for DARS and the Disability Service Agencies (DSAs). Financial services are delivered while being good stewards of the taxpayer’s dollars entrusted to DARS and the DSAs and in accordance with policies, procedures, and regulations.
We are seeking a proven, innovative, solution-oriented, customer-focused leader to serve in the role of Payroll Operations Manager. In this position, the Payroll Operations Manager will lead a team of Payroll Accountants and will be responsible for relationship management, directing the team’s long-term strategic planning, daily activities, by ensuring accurate and timely payroll disbursements, and oversight for agency-wide payroll operations for the DSAs, policy compliance, ensuring payroll processes adhere to Commonwealth Accounting Policies and Procedures, IRS regulations, and other authoritative agencies to support the agency’s mission.
As a member of the DARS Finance leadership teams, this position serves as point of contact with the Department of Accounts and Human Resources; and must be a strong leader who is analytical, methodical, and experienced in payroll administration, is willing to challenge the status quo while championing the mission and culture of DARS by communicating effectively and timely with agency leadership, DARS administrative staff, contract administrators, collaborating with employees, and all other stakeholders on payroll related issues/requests.

Knowledge/Experience -
- Proven Leadership skills in problem-solving, relationship-building, communication, and strategic planning in fiscal, payroll and accounting activities and their adaptability to agency, state and federal guidelines concerning accounting and finance operations.
- Working knowledge of Generally Accepted Accounting Principles with the demonstrated ability to implement them to a variety of agency fiscal needs.
- Experience working in an automated environment.
- Demonstrated ability in all payroll related areas to include but not limited to healthcare/benefits, special payrolls, garnishments, vouchers related to payroll/suspense account activity, retirement/VNAV/VRS requirements and taxes.
- Demonstrated ability to manage multiple functions, to analyze/interpret and apply financial regulations, accounting methods, policies, and procedures; to meet deadlines; to analyze and solve complex problems; to prepare complex spreadsheets, financial reports, and statements; and to work in an automated environment.
Skills/Abilities -
- Interpersonal and communication skills and the ability to work effectively and exercise a high degree of diplomacy; discretion and collaboration in dealing with a variety of stakeholders at all levels.
- Skilled in the use of Oracle (or similar financial software database).
- Ability to plan, direct, organize/prioritize, and coordinate the work of professional personnel.
- Microsoft 365 - Proficient with Excel (pivot tables, vlookups, macros, etc.) for efficiency in extracting data, data manipulation, and analyzing data.
- Ability to provide sound guidance and direction to agency leadership.
- Ability to provide exceptional customer services and service delivery to assist agency personnel in resolution of payroll related questions.
