Job Duties

The Virginia Department of Emergency Management is seeking qualified candidates to join the Accounting and Compliance team as a General Accountant.

The General Accountant will oversee a range of agency-wide fiscal responsibilities, including accounting functions and fiscal reporting. Duties include but are not limited to preparing inventory for all fixed assets and managing lease accounting, performing reconciliations and reporting for small purchase credit card transactions, overseeing agency cash flow activities, and supporting ARMICS control reviews. This role ensures adherence to state and federal regulations, as well as compliance with the Commonwealth Accounting Policies and Procedures (CAPP) manual.

Additionally, the General Accountant is responsible for maintaining accurate documentation, applying accounting principles to financial systems, preparing financial statements, reconciling agency-wide financial transactions, and generating various fiscal reports. The position also provides exceptional customer service by addressing requests and resolving issues. The General Accountant will serve as a backup for accounts receivable functions and payroll certification as needed.

All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the Employee Work Profile.

Minimum Qualifications

• Significant experience with day-to-day accounting transactions, adhering to state and agency standards, and preparing supporting documentation.
• Demonstrated knowledge of government accounting, accounts payable (including disbursements and compliance), accounts receivable, electronic report preparation, and accounting error resolution.
• Extensive knowledge of Generally Accepted Accounting Principles (GAAP), Commonwealth Accounting Policies and Procedures (CAPP), or similar manuals.
• Considerable computer skills (Microsoft Office, etc.), with a thorough understanding of Excel and Cardinal or similar automated accounting systems.
• Ability to meet reporting and closing deadlines.
• Excellent customer service (internal and external), time management, and written communication (written and verbal) skills.
• Ability to assure compliant record-keeping and document quality control.
• Must be able to function in a team environment, create rapport, and collaborate.
• Ability to exercise good judgment and serve as a resource to staff in support of the VDEM mission.
• Must possess a valid driver's license and a satisfactory driving record.

Additional Considerations

• Considerable working experience with the Commonwealth of Virginia Cardinal System.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range.
