Job Duties

The IT and Project Operations Director will serve as an executive leader responsible for assisting the Department of Labor and Industry with navigating major changes to infrastructure, culture, technology, and project-related business processes. A leader in this role will also be responsible for applying knowledge of administrative and project management business processes, personnel management, evaluating and ensuring compliance with state and federal rules and regulations, developing, interpreting, and applying policies and procedures, and maintaining relationships with internal and external contacts on administrative/business management activities.

Day-to-Day Responsibilities:
Enhancing the effectiveness and credibility of the organizational unit and division.
Serving as a key resource for staff, supervisors, managers, and directors.
Assessing the impact of financial resources on operations.
Overseeing administrative and business functions of the division with a high degree of autonomy in decision-making.
Developing, interpreting, and implementing technology, project management and administrative policies and procedures.
Augmenting and enhancing project management principles and practices.

This role will also provide leadership, planning, integrative management, and strategic direction for the Agency’s information technologies infrastructure and project management. This position plays a pivotal role in shaping the agency’s technological landscape in support of our mission, and seeks to ensure the relevance, efficiency, security, and compliance of all IT resources. This position will also play a key role in further developing our newly implemented project management practices. The successful candidate must be a team player who values collaboration, while seeking input from relevant stakeholders to help meet the agency’s technology and project needs. Strategic Leadership: In collaboration with executive leadership, develops and executes the Agency’s information technology strategic plan and ensures it is aligned with business objectives. Addresses and plans for current and future technological needs, including evaluation and deployment of new technologies and enhancement of systems and IT infrastructure.
IT Governance: The IT and Project Operations Director will lead the Agency’s Information Technology and Project Management Division and manage day-to-day operations; overseeing IT infrastructure, software integrations and optimizing systems in support of the agency’s mission.
Security and Risk Management: In collaboration with the Agency’s Information Security Officer, the IT and Project Operations Director will help establish and maintain an effective cybersecurity program, including risk assessment, incident response, and overall compliance with the Commonwealth’s IT security policies and procedures.
Innovation: In collaboration with executive leadership, management team, and users, identify and evaluate emerging technologies and trends to leverage solutions, improving operational efficiencies and enhancing customer experiences.
IT Procurement and Vendor Management: Support agency procurement team with business requirements, development, and liaising with the Virginia Information Technology Agency (VITA) during technology procurement projects. Manage relationships with technology vendors and service providers; assist procurement with negotiating contracts, and ensuring cost-effective solutions.
Staff Development: Lead, mentor, and develop the IT team, fostering a culture of continuous improvement, innovation, and professionalism.
Budgeting and Financial Management: In collaboration with the agency’s Director of Administration and Financial Services, develops and manages the IT/projects budget and expenditures, ensuring cost-effective investments in technology initiatives.

Minimum Qualifications

• Considerable experience working in IT operations, supervising technology teams, and overseeing large information technology projects.
• Considerable management experience, preferably in an information systems or project management environment.
• Considerable experience related to IT policy development and implementation.
• Proven strategic, innovative, and operational leadership skills.
• Strong interpersonal and leadership skills with proven ability to manage and supervise others.
• Effective written and verbal communication skills with the ability to work collaboratively with users at all levels of the organization.
• Excellent organizational skills and attention to detail.
• Proven ability to manage and prioritize tasks and projects.
• Excellent analytical and problem-solving skills.
• Strong working knowledge and sound understanding of computer systems, networks, security, telecommunications, databases, and storage systems.
• Thorough understanding of information technology and practical applications to support the Department's goals.

Additional Considerations

• Certification in information technology, computer science, information systems or related field; equivalent work experience in these areas may substitute for this education requirement. Obtained certification(s) in business management or technological field of study may be helpful.
• VITA Project Management Certification preferred.
• Familiarity with a variety of computer languages and complex computer operations preferred.
• Information Systems Management experience with the Commonwealth of Virginia strongly preferred.

Special Requirements and Instructions

Special Requirements:
• Possession of a valid driver’s license or ability to obtain a valid driver’s license.
• Ability to occasionally travel overnight.
• Ability to perform moderate physical activity that includes, but is not limited to climbing stairs and ladders, bending, walking up and down inclines, occasionally lifting and carrying loads up to 50 pounds, etc.
• The successful candidate must successfully complete and submit an annual Statement of Economic Interest, successfully complete a criminal background investigation, and successfully serve a 12-month probationary period effective from the date of employment if beginning employment as an original hire or re-employment.

The maximum salary range for this position is up to $130,000, commensurate with experience and qualifications, plus the State’s benefits package. Please note the agency will not entertain salary negotiations beyond the maximum salary range.
