Job Duties

The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginia. The VDH is made up a statewide Central Office in Richmond and 35 local health districts.

As part of the Virginia Department of Health, Hampton, and Peninsula Health Districts (HPHD) are two health districts serving the residents of the Cities of Hampton, Newport News, Poquoson, Williamsburg, and the Counties of James City, and York.


The Public Health Nurse -Senior Provides non-supervisory leadership and serves as a nursing program expert in one or more nursing services/programs district wide. Develops program goals, objectives, policies and procedures, reports program performance to funding sources and agency staff, serves as primary contact for staff and external inquirers about the program/service, monitors service delivery for compliance to applicable policies and procedures, and promotes the program to increase utilization and public awareness. Performs nursing assessments, may perform lab tests, take measurements, develop and implement care plans, including the administration of medication and case management. May supervise support staff. Actions require licensure as a RN by state code.

Works independently in accordance with local and Virginia Department of Health protocols and clinical guidelines. Consult supervisor for approval for program goals and objectives; actions not covered by policy, protocols and standards, media coverage and marketing plan; non routine budget expenditures; actions or interventions that are unusual or controversial and clinic changes.

Senior-Community Health-Hampton: This position is responsible for oversite of Hampton Health District TB program, Hampton Health District Respiratory Compliance, Hampton and Peninsula Health District BLS Instructor, Fast Track vaccinator, Car Seat Instructor, Communicable Disease Nurse and LTSS Nurse. Will function independently within the scope of employee work profile. Independently perform within assigned program area: a) recruitment, selection and orientation of employees b) evaluate quality, efficiency and effectiveness of programs and employees c) assess and implement work assignments d) develop objectives, action steps and evaluation plan e) modify actions as needed to meet established objectives f) schedule and conduct trainings g) independently problem solve h) ensure staff competence. Independently carries out programmatic supervision to ensure continuity and non-interrupted service delivery. Advice/guidance from Nurse Manager and or Supervisor is sought when dealing with extra sensitive issues and/or issues impacting other districts programs or community agencies as needed.

TB/Refugee: This position is responsible for oversight of the TB program and Newcomer Program. The PHN senior will stay informed and up to date on current case management screening and intervention methods and tends, communicate effectively with multidisciplinary team and community partners, and be competent in assessments for TB case management. Furthermore, the PHN Senior will make effective referrals, work effectively with culturally diverse patients, and identify and eliminate barriers so clients can receive care. Finally, the PHN Senior will maintain open communication and collaborative, productive working relationships with the district epidemiologist. Peninsula Community Nurse Senior will be responsible for oversite of Peninsula Hampton's Health District Respiratory Compliance and Hampton and Peninsula Communicable Disease Nurse

LTSS: This position is responsible for covering operational aspects for the Long-Term Services & Supports (LTSS) program in the Community Nursing Department for the district, serving a total of approximately 361,000 residents living in five local jurisdictions including Newport News, James City, York County, Poquoson, and Williamsburg. Assigned duties include staff scheduling, policy interpretation, programmatic monitoring and analysis to ensure compliance with federal, state, and local office policies, procedures, and guidelines for operations, as well as community outreach. Responsibilities also include modeling excellence in customer services and resolving internal and external conflicts as needed. The PNH Sr responsible for annual respiratory fit testing of employees and fully trained in immunizations

Minimum Qualifications

• Must be certified in Basic Life Support (BLS)/CPR, able to be fit tested and perform fit testing for other staff in accordance with OSHA Respiratory Protection Standard (29 CFR 1910.134) [Ref.2] regulations

• Experience functioning in a leadership role; experience and ability to function independently in the home/clinic/community/school settings and prioritize workload

• Exercises sound nursing judgment; effective verbal, written, interpersonal/physical assessment skills

• Experience and ability to enter, review, analyze data and statistics and produce reports and/or recommendations from such information; ability to work in a fast paced, data driven environment

• Experience and knowledge of nursing process, health maintenance, disease processes, physical and behavioral sciences, case management process and basic principles of epidemiology

• Work effectively as a member of the multidisciplinary health care team

• Knowledge and experience in use of computers and computer applications preferred, including Internet, Microsoft Office, and Google Mail applications

• Experience and ability to work with diverse cultural backgrounds
• May travel and some weekend and/or evening hours may be required

• Must be able to demonstrate decision making skills, teaching, interviewing, counseling skills and the ability to analyze problems/situations and problem solve

• If working with the epi response team, Certified in Infection Control (CIC) preferred and experience in hospital or long term care facility infection control

Additional Considerations

• BSN or MSN or MPH

• Excellent communication, data interpretation and computer skills

• Public health experience
