The Division of Licensing is seeking to fill a key leadership position within the Licensing Unit. This position will be located at the home office in Glen Allen, Virginia.

The Licensing Consultant provides technical assistance, training, and support to licensing staff and assists with the implementation and interpretation of legislation, regulations, policies and procedures. They support quality assurance and control of the Division and the statewide licensing office. They monitor, evaluate, and provide suggestions for program policies and implementation plans, analyze findings and reports, and develop strategies for improved program performance and consistency. Works independently and as a member or leader on various team projects and work groups for the goal of operational excellence to include, but not limited to quality control, enforcement and the health and safety inspection process.

Minimum Qualifications

Demonstrated knowledge of the health, safety, social, and community resources for adult and child welfare programs.
• Demonstrated knowledge of regulatory development processes.

Demonstrated skill in:
• Analyzing policy and programmatic trends
• Use of personal computer and software packages related to word processing and data management/analysis, including understanding of layout and design to prepare and print electronic documents for the public
• Interpersonal relations and conflict resolution
• Preparing complex documents for a variety of officials, stakeholders, and users

Demonstrated ability to:
• Coordinate policies and activities across organizations
• Effectively communicate verbally and in writing with a variety of public and private audiences, within and across organizations.
• Plan and organize projects
• Collect and analyze data
• Interpret and apply laws, regulations, and program/division procedures
• Facilitate self-directed learning and to work independently

*Travel is required, with possible overnight stays, throughout Virginia. Travel may also be required to attend critical or relevant in-person Agency or Division meetings.

Additional Considerations

• Demonstrated experience analyzing and writing regulations, legislation, or high level documents
• Experience in an adult care facility, children’s residential, child-placing agency, human services program operation or administration
• Proven experience supervising, leading, motivating, influencing and supporting direct reports to accomplish team and organizational goals
• Recent leadership/supervisory experience in the field of management/supervision as it relates to human services regulations
