Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth.

The Application Manager is a senior leadership position within the Information Technology Unit. This role oversees the development, maintenance, security, and support functions of the DJJ application ecosystem. This role plans, organizes, and controls the activities of a staff of highly skilled professionals through subordinate supervisory and technical personnel. They oversee the design, development, implementation, and maintenance of multiple large scale information systems, both custom built and SaaS applications. This position interacts with DJJ business process owners to translate service requests into developmental project plans; analyzes information systems requirements to determine infrastructure impacts and align IT needs project scope. This position also ensures that all applications are designed and implemented to meet COV security standards. This position actively participates with both IT and executive management’s strategic and operational planning, and helps ensures the overall success of the agency.

Minimum Qualifications

  • Considerable knowledge of information systems development life cycle methodologies; Agile DevOps, project management techniques; the principles and techniques associated with designing and developing multi-tier application systems; knowledge of relational databases, development tools, and languages.
  • Demonstrated ability to provide strategic direction, planning, reviewing, and analysis of data to predict future applications requirements.
  • Demonstrated ability to manage and work within an Agile development framework.
  • Demonstrated ability to manage the design, development, implementation, and maintenance of multiple large-scale information systems applications; to motivate technical staff, and work effectively with others; and to communicate effectively orally and in writing in English with internal and external customers.
  • Skill in using computers and Microsoft Office applications.
  • Considerable demonstrated knowledge of systems analysis, design techniques, database design, and project management concepts.
  • Working knowledge of Java, .Net, Oracle, and SQL.

Additional Considerations

  • Extensive experience supervising information technology staff. 
  • Equivalent job experience and/or training in Information Systems, Computer Science, or related field.
  • Supervisory or management experience in a software development environment.
  • Experience with structured programming, systems analysis and design, entity relationship analysis, data flow diagrams and project management principles and practices.
  • Experience translating business, regulatory and policy requirements from federal, state, IT, sponsors and stakeholders into information technology solutions.
