The Virginia Department of Transportation (VDOT) is excited to offer and announce a competitive opportunity to serve as a Senior Accountant in the General Accounting section of our Central Office’s Fiscal Division located in Richmond, Virginia.

The selected candidate will maintain accurate financial records to ensure all posted financial transactions are in compliance with federal and state policies and procedures. They will also prepare complex journal entries, statements, reports, and schedules in accordance with GAAP, DOA, and VDOT policies and procedures.


Additional responsibilities of this role include but are not limited to:


• Generating valid toll, bond and other required journal entries in automated financial software, including developing journal entries for new processes as needed.
• Performing ongoing detailed analyses and reconciliations of general ledger transactions and balances to include researching discrepancies, recommending resolution, and, if necessary, recording adjusting journal entries.
• Identifying areas for process improvement as well as suggesting possible improvements
• Creating and maintaining relevant accounting procedures in accordance with Commonwealth’s Accounting Policies and Procedures.
• Interacting with other state agencies, central office divisions, district offices, trustees, contractors and consultants on issues related to toll and bond funds, cash transfers, accounting policies and procedures, and DOA reporting requirements.
• Supporting the Agency Risk Assessment and Internal Control Standards (ARMICS) certification cycle by documenting, implementing, and maintaining fiscal internal control processes.
• Preparing special reports and analyses when requested by management.

Minimum Qualifications

• Ability to interpret and apply complex regulations to evaluate the adequacy of documentation.
• Ability to develop and maintain effective working and interpersonal relationships with all divisions and customers.
• Ability to gather and analyze data and prepare technical reports.
• Ability to perform in-depth financial reconciliations, journal entries and a variety of other transactions.
• Skilled in performing mathematical calculations.
• Knowledge of Fund and bond accounting and Generally Accepted Accounting Principles.
• Ability to perform detailed work with numbers.
• Skilled in the use of computers and software applications to include MS Office products, with an emphasis on Excel, and automated financial management software systems.
• Requires strong attention to detail and ability to effectively prioritize tasks and demonstrate high organizational skills.
• Knowledge of office practices and procedures, filing systems and coding structures.

Additional Considerations

• A combination of training, experience, or education in Accounting or Business Administration.
• Certified Government Financial Management.
• Certified Public Accountant.

VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
