VDOT’s Fredericksburg District Environmental Section has an exciting opportunity available for a Cultural Resources Manager. This position plans, directs, and coordinates VDOT's regional cultural resource programs and staff involving archaeology, architectural history, and historic engineering.

The selected candidate will manage project-level regulatory approvals and commitments; determine the effects of transportation projects on significant resources; and develop and implement appropriate treatment of affected resources in project design and construction. They will apply cultural resource management principles and techniques in intra- and interagency coordination of VDOT projects in accordance with Federal and State environmental laws, regulations, policies, procedures, and interagency agreements. They will coordinate with various state, federal, tribal, and other stakeholders; provide advanced technical expertise in transportation systems cultural resource management to staff; develop scope of work on projects, negotiate with consultants, and determine acceptance of completed studies in accordance with professional standards; and provide cultural resource training for VDOT and Locality audiences. The Cultural Resources Manager will monitor program performance and ensure cultural resource activities meet established schedules and comply with legal and regulatory requirements, professional standards, and VDOT policy.

Required skills for job & position:
• Skill in the use of computers and software applications to perform tasks which support VDOT operations
• Knowledge of archaeological and architectural history method and theory
• Ability to communicate effectively orally and in writing with diverse audiences and to make presentations and conduct meetings
• Ability to apply technical and scientific principles and practices to the management of cultural resources relative to transportation designs
• Ability to work with others in resolving environmental engineering problems as they relate to cultural resource issues relative to transportation
• Ability to supervise and manage staff, programs and budgets
• Knowledge of and ability to interpret a wide range of transportation, environmental, and cultural resource statutes, regulations, policies and procedures
• Ability to design, conduct, and oversee cultural resource studies

 

Minimum Qualifications

• Valid driver's license
• Degree in architectural history, history, or a graduate degree in archaeology, or a degree in a closely related discipline consistent with the Secretary of the Interior's Professional Qualification standards is required
• Knowledge of federal and state transportation, environmental, and cultural resource statutes, regulations, policies and procedures
• Skill in managing programs and staff
• Skilled in the use of computers and software applications
• Ability to work with others to resolve environmental engineering issues related to cultural resources in transportation projects
• Ability to apply technical and scientific principles and practices to the management of cultural resources in transportation projects
• Knowledge of current archaeological and architectural history method and theory
• Knowledge of human resources principles and practices to include performance management and employee development
• Ability to design, conduct, and oversee cultural resource studies

 

Additional Considerations

• Progressively responsible experience in transportation project management to include environmental and cultural resource management

This position is classified as designated to emergency operations and may be required to work outside of normal work hours, on weekends and holidays during emergency situations which may include but are not limited to inclement weather, disaster response and emergency operations to ensure the safety of the traveling public.
