Job Duties

The Department of Human Resource Management’s Office of Workforce Engagement (OWE) is seeking a qualified individual to fill the position of Employee Engagement Specialist. The Office of Workforce Engagement is responsible for developing and leading a comprehensive statewide program for the Commonwealth that leverages opportunities to enrich and improve the acquisition and engagement of a high-performing and diversified workforce. We seek to expand opportunities to drive passion and engagement in the workforce through the fostering of a healthy, well-equipped, and productive work environment for employees, their families, departments, community partners, and the public, to maximize individual potential. We do this by directing the development of strategies and practices that cultivate a culture of charitable giving and positive social responsibility, and employee engagement and recognition.

This position supports the mission of the Office of Workforce Engagement by:
• assisting with the coordination of relevant statewide employee engagement and recognition programs in partnership with other state agencies, employees, and internal and external partners.
• advise different levels of leadership, employees, and community members across the state regarding engagement and recognition strategies.
• engaging in interactions with state government appointed officials to execute the administration's vision regarding workforce engagement and recognition.
• collaborating with OWE staff to develop training and resources that support state agencies regarding employee engagement and recognition.
• assisting with the execution of the Commonwealth of Virginia Campaign, a charitable giving campaign, including campaign material needs, information requests, and meeting planning relevant to the operations of the campaign.
• managing daily operation, fundraising efforts, grant review, and strategic direction for the Virginia State Employee Assistance Fund (VSEAF), a 501(c)(3) charity with an emergency grant program.
• ensuring compliance with IRS charitable organization and Virginia Department of Agriculture requirements.
• managing social media accounts across multiple platforms, including member communication.


Minimum Qualifications

• Demonstrated knowledge of employee engagement and recognition frameworks, strategies, and programs;
• Considerable experience in program implementation, management, and evaluation;
• Demonstrated knowledge of fund development or workplace giving campaign management;
• Experience with non-profit management compliance, principles, and practices;
• Demonstrated experience and skills in event planning and public speaking;
• Experience in composing, editing, and publishing communication products for diverse audiences; and creating and implementing communication and marketing plans via social media and awareness campaigns;
• Demonstrated ability to create training, recognition, and program materials that are cost-effective and inspirational;
• Strong skills in Microsoft Word, Excel, Outlook, and PowerPoint; Excellent oral and written communication skills; and
• Demonstrated ability to conduct basic research for organizational benchmarking, data entry, and trends.
• High School Graduate or equivalent.
