The Department of General Services is a diverse and customer-focused agency that provides a variety of services (laboratory testing, statewide procurement and contracting, building construction oversight and engineering, facilities management, real estate management, fleet management, mail services, surplus, and warehouse distributions operations).


The DGS HR team is looking for a recruiter to join our team and perform a variety of human resource duties, specializing in recruitment of a multi-functional human resources office.


This position will develop, facilitate, and lead the phases of the recruitment process; including maintaining job descriptions, preparing, and placing job postings, screen applicants, schedule interviews, as well as conducting interviews, reference and background checks as needed. The recruiter will collaborate with the HR team and agency management during the recruitment and offer processes and other functions such as identifying and recommending hiring ranges, start dates, and other pertinent details. Incumbent will monitor and ensure adherence to recruitment and selection policies, procedures, and protocols, and process regular reporting and ad-hoc reporting. Successful candidate will maintain updated knowledge of best practices, trends, regulatory and legal changes, and new technologies in recruitment, as well as assist with updating related recruitment documents, policies and procedures as needed. This position will cross-train in other HR functions and provide back-up for those functions as needed.

This position is eligible for a hybrid telework schedule, 2 days a week after 6 months of employment and proficiency is demonstrated within the requisite areas of human resources.

Minimum Qualifications

  • Experience applying human resource principles and best practices in the area of recruitment, selection, and hiring.
  • Experience with Microsoft Word, Excel, Outlook, and HR database software including Page Up and Cardinal.
  • Experience managing recruitment and selection within state agencies of the Commonwealth of Virginia.
  • Experience interpreting Commonwealth of Virginia DHRM policies and procedures and providing sound guidance.
  • Experience analyzing data, problem solving, using good judgement, assessing needs, and implementing solutions.
  • Knowledge of Federal and State employment laws.
  • Demonstrated ability to communicate verbally and in writing with diverse individuals and groups, including developing and presenting information.
  • Demonstrated ability organizing, establishing, and managing multiple priorities in a changing and fast-paced environment.
  • Demonstrated ability to create a collaborative work environment, work as a team member and maintain confidentiality while keeping open communication.
  • Must be a current employee of the Commonwealth of Virginia.

Additional Considerations

  • Experience recruiting and hiring professionals in the following disciplines: engineering, science, procurement, and/or information technology.
  • SHRM-CP Certification.
