Job Duties

The Department of Motor Vehicles is looking to hire a Program Specialist Sr. for a position with the Driver Services administration in Richmond, Virginia.

This is a specialist position focusing on the Driver Licensing Division within the Driver Services administration. This position serves as the primary program source for the courts, internal and external customers, advocacy groups and stakeholders to advance a comprehensive understanding of statewide Driver Licensing Programs. Additionally, the incumbent is responsible for developing and managing project plans for key initiatives, direct stakeholder analysis and management, prepare status reports, identify gaps and develop solutions, build internal and external client relationships, serve as ombudsman between DMV, courts, stakeholders, FMCSA and AAMVA.

The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. Minimum Qualifications

•Considerable knowledge of project management processes, outreach and public involvement practices, conflict resolution, negotiation, and stakeholder management.
•Knowledge of PCs and Microsoft office products, research, and analysis methodologies.
•Knowledge of statistical analysis and methodology, data collection techniques, and program evaluation.
•Knowledge of the legislative process and ability to determine how new legislation will impact work processes.
•Has experience meeting deadlines, tracking, updating, monitoring, and maintaining legislative policies and procedure.
•Experience with managing and delivering on stakeholder expectations and leading a team towards common goals.
•Experience with preparing written project status reports and extracting and compiling data into spreadsheets.
•Experience developing and implementing procedures, guidance and recommendations and analyses.
•Must be resourceful and able to work independently, create win-win situations, gain stakeholder buy-in, and develop key relationships.
•Excellent writing, negotiation, and problem-solving skills.
•High school diploma or GED. Any combination of training and experience indicating possession of the knowledge, skills, abilities and competencies may be considered as a substitute for this education.
