Job Duties:

1. The Contractor Officer (CO)will procure a variety of goods & services up to and including

$50,000 using all purchasing methods, processing procurements via approved

procurement methods.

2. Ensures assigned departments/commodities in conformance with

the Commonwealth of Virginia directives of the Higher Education Restructuring Manual and

regulations, ensuring quality goods and services are purchased in a timely manner and at a

reasonable cost.

3. Performs research, solicitation development and identification of supply

sources.

4. Maintains contracts utilizing verbal and written requests, e.g. Quick Quotes (QQ).

5. Performs technical specification research, assists with pre-proposal conferences,

assesses vendor capabilities and performs post-award conferences. Based on approval,

awards contracts and purchase orders based on competitive principles.

6. Advises/assists assigned departments on procurement processes.

7. Determines method based on competitive principles.

8. Provides quarterly training as requested by the Supervisor. Serves

back-up to Small Purchase Charge Card Program Administrator and Office Manager.

9. Follows supervisory guidance to ensure all compliance expectations are met.

 

Minimum Qualifications:

1. Working knowledge of procurement, including state procurement policies and

procedures.

2. Knowledge of procurement principles/practices including methods of procurement

3. Knowledge of supplier diversity requirements, specification development,

understanding and application of contract management and administration

principles.

4. Knowledge of Small Purchase Programs and procedures.

5. Ability to apply specialized concepts, practices, procedures and policies to meet

customer needs and compliance requirements.

6. Basic knowledge and experience using electronic procurement and financial

systems as well as MS Office Suite.

7. Ability to accurately interpret procurement regulations using discretion and

judgment within established procedures and Scope of responsibility.

8. Possess the ability to work independently.

9. Virginia Contracting Associate (VCA) certification - Obtain Virginia Contracting Officer (VCO) certification within 1 year of employment.
