Richmond District is seeking a Projects Control Program Manager to provide district-wide project controls leadership to the District Construction Management Team located in South Chesterfield, Virginia. Selected candidate will conduct time and money analyses comparison of planned schedules and budgets versus field results; provide post-award scheduling and time impact analysis support for change orders; and provide pre-award budget preparation as well as post-award budgetary reporting and change order cost estimation. The position will also provide Notice of Intent to File Claim reviews, resolve district-level claim issues, and provide guidance to field staff regarding change order language. You will provide leadership and guidance for pre-ad CN activities via the Constructability Review Team (CRT); assist the District Construction Engineer to evaluate district-wide progress related to statewide quality measures (on-time, on-budget, CQIP, and ECR metrics); and monitor metrics, develop and implement improvement measures to meet or exceed state CQIP and Environmental Compliance goals.

Minimum Qualifications
• Knowledge and ability to apply civil and design engineering and highway construction principles, practices and processes related to roadway, structures, drainage and environmental issues.
• Ability to develop and to monitor construction schedules; research, identify and prepare detailed reports on review findings to include promoting sound resolutions to construction problems.
• Managerial experience with oversight of staff to include organization-wide guidance on construction and contract administration issues.
• Ability to interpret contracts, special provisions and specifications; conduct extensive constructability reviews.
• Ability to apply methods of quality assurance and control; Critical Path Method (CPM) scheduling, claims avoidance, cost estimating, problem resolution and contract administration.
• Budgetary experience to include monitoring expenses and maintaining financial management systems.
• Valid driver’s license
Additional Considerations
• Extensive experience in leading construction and engineering staff in resolution of transportation issues and in quality improvement applications for a range of projects.
• Extensive experience conducting various comparative analysis relating to planned schedules and budgets to actual results and post award scheduling time impacts.
• Experience preparing CEI budgets, pre-award budgets and post-award reporting and cost estimations.
• Extensive experience in procurement negotiation, management of professional engineering contracts and public involvement process.
