Job Duties
The Department of Human Resource Management (DHRM) is seeking a HR professional who has a passion for excellence to fill the position of Shared Services Manager. This position will plan, organize, formulate goals, and direct the strategic and operational service activities for the DHRM Shared Services Center. The Center provides One Stop, full-scope Human Resource services to select state agencies and their employees on a fee-for-service basis. Provides strategic direction, supervision, and practical support to the Shared Service Center team within the Office of Human Resources Consulting Services. Partners with DHRM Finance Officer and the Department of Planning and Budget (DPB) to develop and manage the Center’s Fee-for-Service Structure and Internal Service Fund. Establishes, manages, and maintains an effective operational infrastructure that promotes a best-in-class approach to HR service delivery to management and employees. Ensures that services provided support the business objectives and core needs of all DHRM customers and comply with state and federal policies and law. Leads or supports workforce initiatives that advance diversity, inclusion, and employee engagement across client agencies. Collaborates effectively with agency peers to establish an integrated approach to initiatives and business activities of mutual concern or that potentially may affect other departments or service areas of the agency.
Minimum Qualifications
Considerable knowledge of human resource management principles and practices; customer service; state government organization and operations including state policies and practices; and human resource functions including employment, EEO, benefits, compensation management and salary administration, job classification, employee relations, performance management and training. Demonstrated ability to supervise and develop others; relate well with others at various levels within an organization; conduct briefings and training sessions; write analytical reports and incisive position papers; and to work effectively on multiple priorities and meet established deadlines. Considerable experience in diverse areas of human resource management or personnel administration.
Additional Considerations
Certification by a human resource professional organization (ex: IPMA-CP, PHR, SHRM-CP). Previous experience in public sector human resources.
