Norfolk Health District is the third most populous city in Virginia and holds a strategic position as the historical, urban, financial, and cultural center of the Hampton Roads region. It is home to the largest naval base in the world, hosts the region's international airport, is an important contributor to the Port of Virginia, is home to Sentara Health Systems, Eastern Virginia Medical School, Old Dominion University and Norfolk State University. The incumbent of this position would perform advanced professional level work of considerable difficulty requiring the analysis/interpretation of fiscal data and the application of accounting theory and principles to serve a major program or financial specialty with agency wide implications.
Duties may include:
Resources management, business operations, accounting system development, budget data development, cost distribution, revenue control, complex analysis of financial activities, accounts payable/receivable, and fixed asset accounting. May manage all functions of compensation accounting that includes supervision of payroll technicians, assuring timely processing of payrolls, distribution of checks, preparing federal/state tax reporting, fringe benefits and premium conversion. May supervise fiscal professional(s) and support personnel.

Minimum Qualifications
• Knowledge of general and state accounting policies and procedures and state systems
• Working knowledge of generally accepted accounting principles and practices; knowledge
of state reconciliation procedures, federal and state funding procedures
• Highly proficient in the use of Microsoft Office suite
• Demonstrated ability to work independently; analyze/interpret and apply financial
regulations, accounting methods, policies, and procedures; meet deadlines; analyze,
interpret, and solve complex problems related to fiscal data and fund sources; and
prepare financial reports and statements
• Ability to communicate effectively orally and in writing
• Ability to manage multiple assignments in fast-paced environment
• Demonstrated ability to work with automated financial systems and multiple fund
sources

• Experience with State accounting processes, procedures and applicable policies and laws
