Job Duties
The Virginia Department of General Services, Division of Purchases and Supply is seeking an experienced executive to lead its Policy, Consulting and Review Bureau. This is one of the senior procurement officer positions in the Commonwealth. Guided by the Virginia Public Procurement Act, the Code of Virginia and through a staff of 15 employees; the Bureau provides procurement oversight to State agencies, Institutions of Higher Education and local public bodies for non-technology materials, equipment, supplies, and non-professional services. This position interacts with public and private senior officials throughout the Commonwealth in formulating public procurement policy, conducting procurement management reviews, and advising on legislation. The position supervises procurement account executives that advise state agencies, institutions and local public bodies on procurement law, policy, and regulations, how to process complex procurements, and the utilization of the Commonwealth’s e-procurement system (eVA).
We seek an individual with a proven track record in leading a team responsible for critical business functions and experience in goal setting and achievement. Selected candidate must have procurement management experience and possess the ability to think creatively, prioritize tasks, take initiative, be detailed oriented and maintain a professional attitude while applying reengineering procurement techniques to streamline processes and improve operations. Must have thorough knowledge of State and federal public procurement policies, regulations and procedures, contract law and ability to develop policy.
Must have in-depth knowledge of procurement in a variety of commodities and services and ability to interpret specifications.
Must have the knowledge and ability to execute procurements, including the ability to negotiate technical contracts. Must have strong communication and interpersonal skills and able to present and communicate with officials at the highest level. Knowledge of automated procurement systems, e-commerce, e-procurement, and materials management related operations is required. Experience analyzing evaluating procurement issues/information and making recommendations and decisions is essential. Excellent oral and written communication skills, knowledge, and experience in the use of related automation, including MS Office is needed.
This position is eligible to telework upon approval of a completed telework agreement.

Minimum Qualifications
• Extensive knowledge of state and federal procurement policies, regulations and procedures, contract law and ability to develop policy.
• Application of advanced procurement techniques, research, analysis, quantitative measures.
• Application of advancement procurement planning and logistics theories and techniques.
• Knowledge of automated procurement systems, e-commerce, e-procurement, and materials management related operations.
• Demonstrated ability and experience analyzing and evaluating technical procurements and information systems, communicating results, and making recommendations/decisions.
• Demonstrated ability understanding, interpreting, and applying current or proposed law, policy, or procedures.
• Demonstrative skill and ability to operate in an independent manner to achieve objectives as a team leader for improvements in efficiency and effectiveness.
• Excellent communication skills resulting in positive, helpful, effective oral and written communications, including reports.
• Excellent interpersonal skills to promote teamwork, including motivate, mentor, and train others.
• Excellent problem identification and problem-solving skills.
• Experience managing or leading staff is required.
Additional Considerations
• Knowledge and experience with the Department of General Services’ statewide electronic procurement system and program (eVA).
• Experience with Virginia’s legislative process.
• Virginia Contracting Officer (VCO), or ability to attain within 1 year of employment.
• Virginia Contracting Master (VCM), Certified Public Purchasing Officer (CPPO), Certified Professional Public Buyer (CPPB)
