Job Duties

The Department of Human Resource Management, Office of Human Resource Consulting Services is seeking a qualified individual to fill the position of Learning Technology Manager within its Workforce Development Team. The Workforce Development Team strives to facilitate excellence for individuals, teams, agencies, and the state government workforce by equipping them with the competencies necessary for both individual success and collective achievement. In collaboration with agency partners, DHRM cultivates and nurtures workforce development by leading, promoting, and embedding a culture of continuous workplace learning, advancement, and growth supportive of individual, team, and organizational development. In this role, the Learning Technology Manager is responsible for leading the strategic direction and operational performance of enterprise learning technologies. This role will manage the operations and enhancement of the Commonwealth’s statewide learning management system, the Commonwealth of Virginia Learning Center (COVLC). The role collaborates closely with technical, operational, learning, and other related teams to shape the learning technology roadmap and to ensure learning technology meets statewide learning and workforce development goals. Key responsibilities include but are not limited to:

Strategic Direction: Drive the strategic direction and operational performance of enterprise learning technologies. Develop, define, and execute a learning technology framework and vision for continuous improvement, innovation, and optimization of learning technology.
Operations: Manage day-to-day COVLC functionality and operations including user management, content updates, and system performance. Conduct regular reviews and identify process improvement opportunities. Develop and implement standardized processes and procedures in alignment with best practices and any expected requirements.
Customer Support: Provide training for agency COVLC Administrators on how to effectively use the system. Provide ongoing support and troubleshoot issues via the COVLC Helpdesk.
Collaboration: Work closely with IT staff, vendors, statewide advisory group, and other stakeholders to develop, manage, and implement a learning technology roadmap, processes, governance, enhancements, and new additions to the learning technology ecosystem.
Content Management: Ensure the COVLC contains accurate, up-to-date, and relevant content. Collaborate with subject matter experts, learning and development professionals, and vendors to manage content.
Reporting and Analytics: Utilize reporting tools to establish and track key performance metrics to evaluate effectiveness in driving learning outcomes. Provide insights and recommendations based on data analysis.
Innovation: Stay informed about new learning technologies and trends. Recommend and implement improvements to enhance user experience and learning outcomes.
Project Management: Manage projects including enhancements, integrations, migrations, etc. with cross-functional teams. Ensure projects are successfully completed on time, within budget, and with effective change management practices.
Technology Management: Ensure technology meets all required data and information security requirements. Collaborate with IT and vendor partners to launch enhancements and upgrades including planning and executing user acceptance testing.
Vendor Relationship Management: Manage vendor relationships and manage contracts and service level agreements.
Budget Management: Manage the learning technology budget.

Minimum Qualifications

Extensive and demonstrated experience in managing an enterprise LMS. Experience with establishing a learning technology framework for a large, decentralized organization. Exceptional and proven project management abilities including the ability to independently and successfully plan and manage multiple projects and activities. Experience in managing vendors including procurement processes, product operational success, service level agreements, contracts, and working with vendors to configure and implement solutions. Experience with e-learning authoring tools including SCORM and AICC compliant tools (e.g., Articulate Storyline), HTML/CSS, and basic programming skills. Proven experience in establishing and managing LMS related data, reporting, and data visualizations. Experience in managing budgets. Knowledge of and ability to establish and manage learning technology policies and practices including data retention, system securities and permissions, and in other relevant areas. System integration and architecture knowledge with ability to work cross-functionally with IT staff for configuration and integrations. Excellent written and verbal communication abilities. Responsive customer service skills with the ability to consult and problem solve with customers to identify solutions. Strong ability to apply effective leadership and management skills to formal and informal leadership situations. Knowledge of Microsoft 365 Applications including Word, Excel, Project, Teams, Forms, PowerPoint, Outlook, OneDrive, and Planner. High school graduate or equivalent.

Additional Considerations

Project Management Professional Certification (PMP); Agile Certified ScrumMaster (CSM); Learning and Performance Certification (CPTD); or related certifications.
