Job Duties

Manages grants activities for the VEC and Shared Business Services (SBS) partners.

Provides leadership on grants research, development, management, implementation, and reporting, with particular emphasis on soliciting new grant sources.

Handles grant management functions, reviews and submits final grant applications, budgets and financial reports; actively researches and recommends grant opportunities for consideration.

Develops policies and procedures and trains staff on internal procedures and grant management best practices.

Maintains appropriate systems and processes for grant data and documentation; coordinates grant drawdowns, fund transfers, federal funds reporting, and other grant accounting processes; and facilitates effective financial oversight of grant expenditures.

Oversees the creation, update, and execution of Memoranda of Agreement and/or other contracts to ensure smooth transfer and receipt of grant funding.

Identifies and resolves compliance issues and maintains records of related activities.

Administers reporting functions for complex grants; ensures financial and accounting activities comply with state and federal requirements; and works with various staff and partners to ensure grant activities meet business needs.

Minimum Qualifications

Considerable knowledge of financial, grants, and budget management; grants administration, including funding sources, requirements, reporting, cost principles, and related laws and regulations; and legislative and regulatory processes.

Excellent oral and written communication, computer (e.g., MS 360, MS Professional, or comparable software), quality assurance, project management and evaluation, financial reporting and analysis, and leadership skills.

Demonstrated ability to manage multiple grants; prepare grant applications, narratives, budgets, progress reports, and close out documents; supervise staff; develop, manage and execute budget; plan, forecast, analyze, and reconcile financial data; analyze business needs and develop grant sources to meet them.

Demonstrated ability to prepare financial reports and statements; review processes/procedures and recommend process improvements; interpret and apply policies/procedures; and provide training and technical assistance.

Additional Considerations

Education, training, and/or experience in grants management, accounting, business, finance, or related area.

Experience working with grants administration and actively pursuing grant funding.

Experience working with federal grants administration in a governmental setting and working with grants management databases.
