The Virginia Department of Social Services (VDSS) engages families for success. Its Division of Child Support Enforcement (DCSE) manages nearly 251,000 cases to ensure that child support payments of $590 million per year reach families across the Commonwealth. Support Enforcement Specialists establish and sustain helping relationships with parents who have payment obligations as well as parents who depend on those payments.

DCSE’s mission is to promote strong, self-reliant families by delivering child support enforcement services, as provided by law, through the location of noncustodial parents, establishment of orders, enforcement of orders, collection of child support, and distribution of child support.
The position will serve as a principal program expert focusing on increasing safety measures for survivors of domestic violence who are seeking child support and the intersection of domestic violence, economic justice, trauma-informed care, and the integration of lived experience. This position also serves as support for all training-related activities that result from the Safe Access for Victims’ Economic Security grant and will co-develop training materials with subject matter experts and deliver materials in both physical and virtual environments and will provide direct support to the Home Office and Field Operations.
Note: This is a full-time, restricted federal grant-funded position set to expire on 8/31/2027. The continuation of this position is contingent upon the availability of grant funds.
Minimum Qualifications
Demonstrated an understanding of or awareness of trauma-informed care principles.
Experience developing and delivering training on topics related to domestic violence, public health, or economic self-sufficiency.
Demonstrated experience managing and evaluating grants and initiatives to include planning, implementing and evaluating training.
Proficiency in Microsoft Office suite software including Word, Excel, PowerPoint, Teams) and automated information systems.
Additional Considerations
Experience providing training in legal or judicial environments/audiences.
Experience providing training on sensitive topics to audiences that may be resistant to change or hesitant to approach problems in new ways.
Child Support Enforcement Expertise: experience and/or a solid working knowledge of Child Support Enforcement practices and principles.
Experience working directly with survivors of domestic violence and centering their voices through co-creation as the guiding design principle for any/all interventions.
Program Management Proficiency: Demonstrated ability, knowledge, and skills in program management, encompassing a variety of areas, including but not limited to:
• The ability to adeptly navigate impediments, manage risks, often with minimal supervision, to maintain and see project progress through to completion.
• Considerable grant management/administration experience.
• Experience analyzing legislation, code and/or regulations related to federal, state and/or local government.
