Job Duties
Come join our team at the Department of Workforce Development and Advancement (DWDA)! In 2023, bipartisan legislation consolidated a dozen workforce development programs and data systems from various existing Commonwealth of Virginia agencies to create the Department of Workforce Development and Advancement (DWDA), known as Virginia Works. On July 1, 2024, Virginia Works stood up as an independent agency dedicated to creating, sustaining, and retaining a highly skilled workforce, and committed to making sure Virginia Works for everyone.
Provides leadership and effectively manages the agency's portfolios of WD programs; directs budget development, management, and execution; oversees grants management activities; manages professional staff supporting program administration activities; oversees provision of technical assistance and training to field staff; and collaborates daily with this position's key counterpart, Director of Service Delivery, to ensure effective, customer-centric, coordinated, and compliant delivery of program services statewide.
Minimum Qualifications
• Comprehensive knowledge of state and federal statutes (e.g., Workforce Innovation and Opportunity Act-WIOA) and established policies governing WD service delivery, grants and programs administration, quality assurance standards and techniques, and governmental operations.
• Strong executive management leadership, strategic management, interpersonal, oral and written communications, facilitation, work planning, and computer (e.g., MS Office or comparable software) skills.
• Demonstrated ability to manage a successful team of professionals with different backgrounds; build and maintain positive working relationships and partnerships internally and externally; identify and implement strategies to achieve goals and objectives; represent agency to various parties; make sound decisions; interpret regulations and policies.
• Collect, analyze and report data; develop and implement technical assistance provision plans, reports, policies and procedures; manage budgeting, grants, and financial reporting functions; evaluate performance, form and recommend strategies to enhance performance, and implement corrective action; prepare reports; and make formal presentations.
Additional Considerations
• Progressively responsible experience managing WD programs and administrative functions in a governmental setting.
• Substantial expertise in upper-level management overseeing diverse personnel and resources, large fiscal operations and complex administrative functions; administering strategic management plans; and working with WD service programs.• Statement of Economic Interests form and training required.
• Certified Workforce Development Professional (CWDP) or related certification in workforce services.
