The Department of Housing and Community Development (DHCD) is looking for a strategic and analytical thinker to join forces with our Policy team as a Senior Public Finance Analyst.

As a critical member of our Policy Division, you will play a key role in ensuring the fiscal health and stability of local governments across the Commonwealth. You will collaborate closely with policymakers, local governments, and internal teams, bringing your financial expertise to the forefront of decision-making that directly impacts communities. Additionally, you will provide support to the agency’s program staff and the Policy and Legislative Services Division by conducting research, performing policy and statistical analyses, and compiling and presenting data as needed to assist the agency.

What you’ll do:

Be the Bridge: Serves as a liaison to the Commission on Local Government (COMMISSION ON LOCAL GOVERNMENT (CLG) | DHCD ) on local government fiscal matters and conducts analysis and projections of fiscal impacts of actual and potential legislative proposals.

Drive Strategy: Produces statistical reports and/or tables relative to such analysis and documents findings in writing. Uses appropriate qualitative and quantitative methods to complete complex and technically demanding research on topics related to the mission of the Department.

Make Data Work: Collects appropriate data from local governments and other governmental sources in order to assess the fiscal impact of proposed legislation as well as that of existing mandates imposed on local governments.

Support Legislative Success: Analyze budget proposals and legislative items during legislative sessions, ensuring that DHCD’s programs are adequately funded and aligned with the needs of local government. Review introduced and amended bills and resolutions, identify those applicable to the agency or the CLG, and prepare draft fiscal impact statements (FIS) in accordance with instructions from the Department of Planning and Budget.

Champion Collaboration: Work with fiscal managers, emergency fiscal teams, and internal DHCD staff to collect and present key financial data that supports long-term planning and sound decision-making.

Minimum Qualifications

  • Extensive knowledge of governmental operations with a strong emphasis on public finance and budget processes at both the state and local levels.
  • Ability to analyze complex financial data and transactions, develop reports for diverse audiences, and determine the impact of actions or plans.
  • Ability to communicate effectively, both orally and in writing, on technical subject matters.
  • Ability to interpret and apply local and state laws, rules, and regulations related to fiscal and budget matters.
  • Knowledge of and ability to conduct sophisticated quantitative analyses requiring statistical procedures using computer data tabulations and analyses.
  • Ability to establish and maintain effective working relationships with agency staff, state and local officials, and public interest groups. 
  • Experience analyzing or auditing financial records
  • Experience using a PC and a variety of software to input data produce graphics and create and manipulate electronic databases.
  • Experience managing multiple assignments and organizing and prioritizing work.
  • Experience in the collection, compilation, and presentation of data in both oral and written form.
  • Experience analyzing proposed and determining fiscal impact, anticipating resource needs, and quantifying the costs associated with any identified impacts of government services.  

Additional Considerations

•Experience working with local governments on fiscal matters preferred.
•Knowledge of Virginia-specific processes related to legislative and local government processes.
