Job Duties

The Virginia Department of Juvenile Justice (DJJ) protects the public by preparing court-involved youth to be successful citizens. DJJ is committed to excellence in public safety by providing effective interventions that improve the lives of youth, strengthening both families and communities within the Commonwealth.

The role of the Capital Outlay Manager is to direct the activities of capital outlay management in all matters pertaining to capital outlay construction, physical plant engineering and planning, grant funded construction regulations, maintenance reserve projects, and to provide support and review activities for local (county and municipal) juvenile detention projects for conformance with DJJ construction policies and requirements toward eligibility certification for state reimbursement of costs.

Minimum Qualifications

  • Considerable knowledge of architectural/engineering design, estimation, building codes and regulations, maintenance requirements of facilities, fire and safety regulations, and procurement practices.
  • Demonstrated abilities as relates to design and materials evaluation.
  • Ability to communicate effectively with all levels in and out of state government.
  • Demonstrated ability to manage capital outlay projects, analyze technical problems and recommend corrective action.
  • Experience in supervision of similar activities.
  • A valid driver’s license.

Additional Considerations

  • Certification as a Virginia Construction Contracting Officer (VCCO) (require one year upon hire).
  • Comparable training or experience in Architecture, Engineering, Interior Design, Urban Planning, Public Administration, or similar area.
  • Experience in project design and planning and in managing Capital Outlay programs and projects.
  • Preferably supplemented by exposure to, and training in State Public Procurement and Construction Contract laws and practices.
