In partnership with people with disabilities, the DRS Field Rehabilitation Services Division assists individuals with disabilities to make informed choices that will maximize their employment through coordinated service delivery. DRS staff will assist the Workforce Network to deliver quality workforce services to individuals with disabilities who want to work and employers seeking to hire them to the extent that this provides benefit to the DRS program.
We are seeking a Human Services Manager with a primary focus on the achievement of employment outcomes and enhanced independent living for adults and students with disabilities, directing and managing all programmatic and administrative functions to ensure efficient and effective daily operations of assigned DRS field offices.
Duties include but are not limited to:
- Providing comprehensive vocational rehabilitation services to a designated geographic area of the state within established policies and procedures.
- Provides direct supervision of assigned customer service delivery and support staff.
- Ensures responsible management of assigned fiscal resources.
To meet the expectations of the Counselor Manager position, the incumbent must have access to personally identifiable and confidential information about agency consumers and/or agency staff.
Minimum Qualifications:
Master's Degree in Rehabilitation Counseling or closely related field or current CRC credential required.
Knowledge/Experience:
- Extensive knowledge of human service delivery systems.
- Some knowledge of personnel management, policies, procedures, and techniques; budget planning and fiscal management.
- Knowledge of community resources and of Workforce Innovation and Opportunities Act (WIOA) and the Americans with Disabilities Act (ADA) compliance requirements.
Skills/Abilities:
- Demonstrated ability to establish and maintain effective working relationships with individuals from varying social and economic environments; to communicate effectively orally and in writing; to interpret and apply complex policies and procedures in the provision of services; to establish employment opportunities through contacts with businesses and other organizations within the community; to organize and manage multiple and sometimes unrelated responsibilities in a timely manner; to prioritize duties and exercise responsible judgment with minimal supervision; to motivate and train professional and support staff; and to participate in a multi-disciplinary team setting in building collaborative networks.
Additional Considerations:
- Current CRC credential.
- Extensive knowledge of the vocational rehabilitation process preferred.
- Knowledge of Windows based software programs, or similar word processing software.

- This has been designated a sensitive position under Va. Code § 2.2-1201.1.
