Job Duties

With guidance, skill development and mentoring, manage a diverse portfolio of both
central office and health district accounts funded through state, federal and local
resources. Collaborate with assigned work units and assist in completion of their annual
internal operating budgets. Work with offices and districts to analyze mid-year financial
data to formulate year-end balance projections and track progress monthly. Analyze
and forecast revenues and expenditures and prepare monthly and ad hoc reports to
facilitate decision making both internally and externally. With guidance, research
financial data and perform analyses of variances and discrepancies between budgets
and actual expenditures and revenues. Analyze and interpret a variety of complex
documents to reach conclusions, develop solutions and present recommendations.
Obtain and synthesize information on agency programs and apply it in the performance
of financial reviews. Track that appropriation levels are sufficient and create
adjustment requests as needed. Identify emerging problems or issues and assist in
developing strategies to correct. Work with program staff finalizing legislative budget
request or fiscal impact statements for submission and follow related legislation.
Special projects as assigned. With skills developed through mentoring, serves as analyst
overseeing the development & execution of the annual and biennial operating budgets
for assigned Offices and Health Districts. Promotes financial integrity within the
Virginia Department of Health by conducting financial analysis, expenditure trend
analysis, program reviews & development of executive presentations concerning
budget issues.

Minimum Qualifications

· Ability to identify & define issues; apply analytical techniques to complex funding; work with large databases & multiple files; manage multiple projects/work assignments; meet critical deadlines; adapt to frequent priority and instruction changes; accuracy and thoroughness in work products ·

Ability to conduct policy, budget, performance and issue analyses; develop creative recommendations; interpret and project fiscal/programmatic data; communicate and work effectively; exhibit advanced technical skills; experienced in Microsoft Office with advanced aptitude in Excel

Additional Considerations

· Previous experience analyzing and preparing budget documents for a large agency with a complex budget and accounting system
