Job Duties
The ITS Operations Engineer will oversee and support the delivery of network communications for traffic signal and ITS projects in the NOVA District by performing the following.:
· Work with the service providers, consultants, and contractors to plan/establish/approve communications concepts, SOW, plans and streamline installation processes.
· Review all traffic signal and ITS plans within the NOVA District to ensure all communications requirements and needs are addressed.
· Assist with coordinating activities related to communications for all traffic signal and ITS projects within the NOVA District by attending pre-con meetings, site meetings and project/progress meetings and via communication.
· Work with and provide guidance to Permit Offices within the Northern Virginia District to ensure that communication installations are complete and correct.
· Coordinate communication infrastructure inspections, establish punch lists as required and provide them to the appropriate parties.
· Perform and coordinate site surveys to determine communication circuit availability and alternative communications options.
· Receive and provide project updates and reports as it relates to communication systems.
Responsibilities include but may not be limited to:
Teamwork and Customer Service- Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.
Analysis and Technical Reporting- Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
Project Coordination- Coordinate with contracted inspectors to accomplish inspections. Perform inspection of construction and maintenance projects. Provide technical assistance for construction and maintenance project issues. Ensure construction progresses according to contract terms. Serve as liaison between the field and VDOT project managers. Communicate developments, problems and solutions with appropriate stakeholders.
Manage Assigned Activities- Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
Communication- Investigate and resolve complaints from landowners. Meet with contractors and inspectors to resolve problems requiring interpretations of specifications and plans.
Acceptance Testing and Technical Support- Participate in system and component level installation and acceptance testing for new systems, software or ITS devices to ensure contract requirements are met. Support construction, land development and project managers and designers by providing technical assistance. Perform phase inspections of traffic control and ITS devices. Participate in project development meetings and constructability reviews.
Engineering Reviews- Prepare or review plans, designs, specifications and cost estimates for operations, maintenance and facilities projects. Prepare and or review reports, studies and analytical data; perform calculations related to engineering problems; perform engineering surveys; inspect construction and or maintenance work; and perform engineering duties in such areas as building and facilities in accordance with sound engineering principles, applicable laws, regulations and standards.
Special Assignments- Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
Construction Administration- Prepare and maintain project correspondence and reports. Review work orders, estimates, claims, etc. Prepare, review and monitor progress reports, work schedules, records of work performed, daily inspection reports and project diaries. Monitor materials received, tested and used. Prepare vouchers. Review and submit final documentation for completed projects. Ensure CEI budgets and staffing plans are developed and submitted.
Work Activities and Inspection- Interpret plans and contract requirements. Inspect work in progress and resolve complex construction problems and address complaints. Ensure compliance with CQIP, safety and environmental guidelines; perform constructability and biddability project reviews. Ensure quality of work and materials meet plans and specifications.
Engineering Process Management- Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
Project Engineering- Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
Minimum Qualifications
• Ability to manage construction activities on a wide variety of projects.
• Knowledge of preliminary engineering practices and contract development and management processes (contracts, special provisions, specifications).
• Skill in the use of computers and software applications in include project management applications.
• Knowledge of federal and state transportation rules, regulations and policies.
• Experience in project management, construction management, and transportation engineering.
• Safety shoes required.
• Valid driver’s license.
• Knowledge of highway and bridge construction standards, specifications, MUTCD, environmental regulations, and safety requirements.
• Knowledge of highway construction management techniques, methods, procedures, practices, materials and equipment.
Additional Considerations
• A combination of training, experience, or education in Construction Management or related field desired.
• Knowledge of VDOT, state and federal policies and procedures related to traffic engineering operations.
• Prior experience conducting inspections, developing and administering contracts and preparing plans and designs.
• Knowledge of Intelligent Transportation Systems (ITS) architecture, telecommunications technologies, and infrastructure design.
• Knowledge of VDOT contract specifications and procedures.
• Knowledge of VDOT, state and federal policies and procedures related to asset management, contracting and procurement.
